About The Role

Insurance and Risk Manager – Epping Forest District Council

Epping, Essex

Full-Time, Temporary

36 Hours per Week; 4 Weeks Contract

£34.68 PAYE / £44.48 Umbrella per hour

Closing Date: Friday 2nd October 2026

Essex County Council (ECC) are delighted to be supporting Epping Forest District Council (EFDC) in recruiting an Insurance and Risk Manager on an initial 4 weeks’ contract.

Due to the nature of this role, the successful candidate will be required to work on-site 3 days per week.

Main Purpose of the Job

Provide professional management of the insurance and risk function and advice on all insurance related matters to ensure an effective service.

  • Manage the procurement of the Council's Insurance contracts.
  • Maintain the Council’s corporate risk register and work with Managers to mitigate and reduce risk.

Key Responsibilities

Corporate

  • Ensure our customer service and delivery is excellent and continually improves.
  • Take responsibility for ensuring that the Council’s decisions and policies are implemented.
  • Ensure the Council meets its statutory obligations and that the highest standards of probity and good conduct are always maintained. Uphold the Council's governance mechanisms, ensuring appropriate standards of performance, operational effectiveness, probity, safeguarding, risk management, safety, equality and open government are maintained.
  • Participate in projects to achieve the most effective services possible for the community, partners and the Council.
  • Uphold the Council’s values and behaviours and proactively promote these across the corporate family and in any partnership working.

Service

  • Take the lead in all insurance matters including the development and procurement of the Council’s insurance programme.
  • Administer and manage insurance policies and manage annual renewal of the insurance contracts.
  • Ensure the efficient operation of the Council's insurance claims process and maintain claims records.
  • Provide strategic insight and knowledge to shape the Insurance position of the Council.
  • Ensure members and officers receive the right insurance advice.
  • Relating to insurance issues, act as the lead officer on internal and external briefings/committees and other forums.
  • Work collaboratively with colleagues across the Council and contribute to cross service initiatives and projects.
  • Work effectively with managers to identify and mitigate corporate risks, maintain the corporate risk register and report to senior leaders as required.

Management

This role has no line management responsibilities.

Experience

  • Senior insurance experience in an organisation of comparable scale and complexity. Local government experience is desirable but not essential.
  • Experience leading and negotiating significant insurance tenders and renewals.
  • A good understanding of risk management
  • A demonstrable track record of leading, motivating and inspiring colleagues, partners and members in the delivery of services and projects.
  • Management of strategic level meetings.
  • Evidence of successfully developing services and improvements.
