Insurance & Risk Manager – Initial 4-Week Contract
Location: Epping, Essex
Rate: £44.48 per hour (Umbrella)
Contract: Initial 4-Week Contract
Hours: Full Time
Working Pattern: Hybrid – 3 Days Per Week On-Site
Pay: Bi-Weekly
Summary
Epping Forest District Council is in search of a seasoned Insurance & Risk Manager to oversee its insurance and corporate risk operations. This pivotal role offers a senior insurance expert the chance to manage the Council's insurance programme, claims processes, procurement activities, and corporate risk register. The successful candidate will provide expert advice and ensure robust risk management practices. The position requires on-site presence three days a week.
Key Responsibilities
Insurance Management
- Oversee all insurance-related activities within the Council.
- Administer the Council's insurance programme and handle annual renewals.
- Lead and manage insurance tenders and procurement processes.
- Oversee insurance policies, claims procedures, and maintain claims records.
- Collaborate with insurers, brokers, legal advisors, and stakeholders.
- Offer professional insurance guidance to Members, senior officers, and managers.
- Ensure comprehensive insurance coverage for all Council operations.

Risk Management
- Maintain and enhance the Council's Corporate Risk Register.
- Collaborate with managers to identify, evaluate, and mitigate risks.
- Formulate strategies to minimize corporate and operational risk exposure.
- Prepare reports and updates for senior leadership and governance bodies.
- Advocate for best practice risk management across all departments.
Strategic & Corporate Responsibilities
- Provide strategic advice on insurance and risk issues.
- Support service transformation and continuous improvement efforts.
- Ensure compliance with statutory obligations, governance standards, and regulatory requirements.
- Represent the Council in meetings, committees, and external forums as needed.
- Contribute to cross-service projects and organizational goals.
Essential Requirements
- Extensive senior-level insurance experience in a complex organization.
- Proven experience in leading insurance tenders, renewals, and procurement activities.
- Strong knowledge of:
- Insurance Programmes
- Claims Management
- Corporate Risk Management
- Governance and Compliance
- Experience in maintaining and managing corporate risk registers.
- Excellent skills in stakeholder management, negotiation, and influence.
- Experience in presenting recommendations and reports to senior management.
- Demonstrated success in driving service improvements and organizational change.

Desirable
- Experience in Local Government.
- Professional Insurance Qualification (CII or equivalent).
- Risk Management qualification.
- Experience with Audit, Governance, or Risk Committees.
