About London Heritage Quarter

London Heritage Quarter is a Business Improvement District partnership representing the Northbank, Victoria, Victoria Westminster and Whitehall areas of central London. We work across a unique district defined by its heritage, culture and civic significance, supporting the businesses, organisations and communities that make this part of London exceptional. Our work spans place management, community safety, business crime reduction, public realm improvements and stakeholder engagement.

Job Purpose

The Intelligence and Crime Reduction Manager will act as the dedicated representative of London Heritage Quarter within the Metropolitan Police Service West End Fusion Cell based at Charing Cross Police Station. This is a Fixed Term Contract of 12 months, with potential for extension subject to review, and is designed to strengthen intelligence sharing, partnership coordination and situational awareness between the Metropolitan Police Service, Mayor's Office for Policing & Crime, Business Improvement Districts and partner organisations operating across the London Heritage Quarter district.

Predominantly working within the Fusion Cell environment, the postholder will ensure accurate and timely communication of intelligence between LHQ, partner BIDs and the Metropolitan Police Service, supporting the prevention of crime, improving responses to emerging risks and strengthening the safety and resilience of the district. The role works closely with LHQ's Head of Operations and supports the wider community safety and business crime reduction activity that sits at the heart of LHQ's operational programme. Day-to-day operational reporting within the Fusion Cell is to the Command Fusion Cell Police Sergeant, with oversight from LHQ's Head of Operations.

This is a highly collaborative role requiring strong communication skills, sound judgement, attention to detail and the ability to operate confidently within a multi-agency operational environment. The postholder will participate in daily Fusion Cell briefings alongside policing and partner representatives, provide relevant intelligence updates from LHQ and the wider BID network, contribute to start-of-week and end-of-week operational reviews, and support Metropolitan Police Service MO6 public order planning.

Key Responsibilities

Intelligence Development & Reporting

  • Act as the primary intelligence conduit between LHQ and the Metropolitan Police Service Fusion Cell
  • Collect, collate and record relevant intelligence from businesses, LHQ teams and BID partners, ensuring information is actionable and appropriately documented
  • Provide intelligence and situational updates to the Metropolitan Police Service where relevant to support operational awareness and policing activity
  • Receive and interpret intelligence shared by the Metropolitan Police Service and ensure relevant information is communicated to LHQ, partner BIDs and businesses where appropriate
  • Produce analytical insights and summaries of emerging trends, including crime patterns, operational risks and public safety concerns affecting the district

Partnership Engagement & Coordination

  • Build and maintain strong working relationships with Metropolitan Police Service colleagues, Westminster City Council, partner BIDs and relevant agencies operating within the Fusion Cell environment
  • Represent London Heritage Quarter professionally within the Fusion Cell, ensuring the interests and concerns of district businesses are effectively communicated
  • Attend relevant LHQ meetings, BID forums and partnership discussions to provide updates and share intelligence insights
  • Support the development of coordinated responses and joint initiatives between police, BIDs and other partners where appropriate

Business Crime Reduction Support

  • Work closely with LHQ's Head of Operations to ensure intelligence gathered through the Fusion Cell supports wider business crime reduction activity across the district
  • Provide intelligence relating to crime trends, prolific offenders and emerging risks affecting businesses across the Northbank, Victoria, Victoria Westminster and Whitehall areas
  • Support the delivery of LHQ's Business Crime Reduction Partnership activity, including the Northbank radio network
  • Provide timely alerts and situational updates to LHQ where operational awareness may impact businesses

Public Order Liaison & Event Readiness

  • Disseminate relevant intelligence relating to protests, demonstrations, major events and public order activity that may impact the London Heritage Quarter district
  • Support Metropolitan Police Service public order planning, particularly through the MO6 framework
  • Provide business impact assessments where public order activity or large-scale events may affect the district, including consideration of heritage sites, cultural institutions and high-footfall visitor areas
  • Contribute to operational coordination to ensure businesses are informed and prepared where appropriate

Information Governance & Data Management

  • Ensure all intelligence sharing complies with GDPR, information governance requirements and the agreed Data Sharing Agreement between LHQ and the Metropolitan Police Service, and that it is shared only with appropriate and authorised recipients
  • Maintain accurate records relating to intelligence exchanges and ensure data is stored, managed and destroyed in line with agreed protocols

Essential Skills

  • Strong communication and relationship management skills, with the ability to work confidently within a multi-agency environment
  • Understanding of business crime issues, including retail crime, anti-social behaviour and urban security challenges
  • Knowledge of information governance and data protection principles, particularly in relation to intelligence sharing
  • Strong analytical and problem-solving mindset, with the ability to interpret information and identify meaningful insights
  • Ability to commit to working from the Fusion Cell office every other Saturday
  • Willingness to undergo enhanced Metropolitan Police Service vetting, required for this role

Desirable Skills

  • Experience working with police, public sector partners or security partnerships
  • Understanding of the scope and responsibilities within the Data Sharing Agreement between LHQ and the Metropolitan Police Service
  • Experience producing intelligence reports and briefing papers for multi-agency audiences
  • Experience within a Business Improvement District (BID), town centre management or place management environment
  • Familiarity with business crime reduction partnership models (e.g. Shopwatch, Pubwatch, radio-linked schemes).
  • Prior experience with public order planning or major event safety/security
  • Local knowledge of Central London and West End geography and business community

Salary: £40,000 – £45,000 Depending on experience
