Interim Collection Fund Accountant

Contract Duration: 6 - 9 Months
Rate: DOE
Hybrid: Full Time | 1-2 Day per Week Onsite
Start Date: TBC
Location: Southeast

Main Duties:

  • Manage and reconcile the Collection Fund, ensuring accurate accounting for Council Tax and Business Rates.
  • Prepare Collection Fund estimates, forecasts, and year-end accounting entries.
  • Produce statutory returns including NNDR forms and Council Tax calculations.
  • Liaise with Revenues teams to ensure the accuracy of Collection Fund transactions and balances.
  • Reconcile Business Rates and Council Tax income, appeals provisions, reliefs, and bad debt provisions.
  • Support the closedown process by preparing Collection Fund working papers and disclosures.
  • Respond to internal and external audit queries relating to Collection Fund accounting.
  • Provide technical advice on Collection Fund regulations and accounting treatment.
  • Support budget setting and Medium-Term Financial Planning through accurate Collection Fund forecasting.

Candidate Requirements:

  • Proven Collection Fund accounting experience within a UK Local Authority.
  • Strong knowledge of Council Tax, Business Rates, NNDR returns, and Collection Fund regulations.
  • Experience preparing Collection Fund estimates, surplus/deficit calculations, and year-end accounts.
  • Ability to work independently and provide technical accounting expertise.
  • Experience liaising with auditors and responding to complex audit queries.
  • Fully qualified, part-qualified, or qualified by experience candidates will be considered.
