Job Overview
Reporting to the COO, the post holder will be responsible for the Diagnostics and Specialist Clinical Support pan North Wales Service. The post holder will be responsible for all aspects of the day-to-day operational delivery of these services.
The post holder will be accountable for ensuring the delivery of services against the annual plan to ensure the delivery of safe, high quality and cost-effective care.
The annual plan will include the incorporation of national and local standards, financial management and delivery of quality standards in line with the quality and safety plan and the development of clinical services across North Wales.
The post holder will have accountability to support the Executive Director of Therapies and Health Science and team in delivering system oversight to ensure clinical and professional standards are agreed and delivered across the whole organisation.
The post holder will work closely with Executive Director of Therapies and Health Science in assuring the regulatory compliance of HCPC registered staff.
Main Duties of the Job
The Director of Diagnostics and Specialist Clinical Support:
- Leads the pan-North Wales Service, supported by senior professional leads and a lead doctor, with overall accountability for the safety and quality of patient care.
- Is responsible for developing and delivering the service strategy and business plan, including performance, activity, workforce and financial targets.
- Ensures services are managed safely, effectively and efficiently in line with Health Board objectives, with robust governance, assurance and risk management arrangements in place.
- Ensures patient care is assessed, planned, delivered and evaluated in accordance with organisational and professional standards.
- Provides strong, visible leadership across the service, with responsibility for all staff and workforce performance.
- Leads transformational change and service improvement, including lean processes to maximise efficiency, productivity and timely delivery.
- Acts as an ambassador for the organisation, maintaining high professional standards.
- Uses highly developed communication skills to engage with staff, senior leaders, directors, the public and other stakeholders on complex clinical, operational, financial and workforce matters, including potentially challenging consultations.
- Participates in the Health Board’s on-call rota.

Qualifications
Essential criteria
- Doctorate qualification or equivalent level of knowledge, training or experience across a broad range of disciplines, e.g. business, finance, HR or clinical
- Evidence of appropriate professional and personal development in the last two years
- HCPC registration
- Clinical qualification / experience in a Healthcare science profession
Desirable criteria
- Leadership/Management qualification

- Senior level experience in a large service organisation, with emphasis on: Leadership;
- A strong and demonstrable record of achievement in operational management;
- A strong and demonstrable track record of promoting and delivering quality and productivity benefits.
- Post as a senior Manager in a large provider organisation
- Track record of achievement of objectives
- Evidence of robust financial and other resource management
- Experience of embedding robust clinical and corporate systems at local level.
