Head of Corporate Capital Projects
Reports to
Director of Regeneration and Development

Purpose
Lead delivery of a multimillion-pound pipeline of capital projects, from investment planning and design through procurement, construction, completion and handover. Accountable for quality, cost control, programme performance and a well-governed portfolio aligned with organisational priorities.
Key responsibilities
- Deliver complex, high-value capital schemes that provide social and community infrastructure, and connect the programme to wider strategic development.
- Lead a multidisciplinary team of internal staff and external specialists, setting direction, managing performance and building capability.
- Work with service areas and asset management to shape strategies, identify investment opportunities, and commission feasibility studies, surveys and costings.
- Own schemes from inception to completion: business cases, project initiation, procurement, commercial negotiation, contract documentation and close-out.
- Put in place controls so contractual and financial obligations are met, scope change is managed, and risks around procurement, cost, delay, compensation events, notices and payments are identified and mitigated.
- Maintain programme governance, monitoring and reporting, including clear communication on plans, progress and timetable to senior leaders and delivery partners.
- Work with client teams and external partners, including government and regional funders, to maximise external funding.
- Own service and capital budgets, applying cost control, value for money and compliance with financial rules. Manage workforce cost and resourcing.
- Produce an annual service plan, manage performance, and lead reviews that improve efficiency and competitiveness.
- Deputise for the Director as required. Promote health, safety and welfare, equality and a one-organisation approach.

Essential, assessed by application and interview unless noted:
- Strong knowledge of policy, legislation and practice for major capital projects, including design that supports sustainable places.
- Proven record of development and regeneration delivery, including funding routes, procurement, legal and financial frameworks, and governance.
- Substantial experience leading technical, multidisciplinary teams and managing capital delivery at a senior level in a complex urban setting.
- Ability to lead commercial negotiations on large projects through to contract close.
- Track record of leading change, including cultural change, with measurable improvement, and of managing staff through a performance framework.
- Clear written reporting for varied audiences, and experience advising senior decision-makers.
- Experience of internal and external partnerships, and of managing specialist suppliers.
- Sound project, financial and budget management. Competent with Microsoft Office and property or asset management systems.
- Works across boundaries, communicates clearly, seeks feedback, challenges constructively, takes initiative and treats customers and colleagues inclusively.
