We are currently supporting a large and ambitious local authority to appoint an experienced Interim Head of HR Operations & Employment Services
This is a key leadership role within the People and OD function, responsible for leading and transforming a broad range of employment services that support a large and complex workforce. The role will oversee HR operations, employee services, recruitment and resourcing, workforce planning, HR systems, workforce intelligence, learning administration, agency workforce management, IR35 compliance, Occupational Health, EAP and DBS services.

We are looking for a senior HR leader with a proven track record of delivering high-performing, customer-focused services within a complex public sector organisation. You will bring experience of leading large operational teams, improving service performance, managing external contracts and suppliers, and using workforce data and insight to support organisational decision-making.
The successful candidate will be comfortable working with senior leaders and elected members, driving transformation, embedding continuous improvement, and ensuring services remain efficient, compliant and value for money.

Key experience sought:

- Shared services and service transformation
- Agency workforce management and IR35 compliance
- Contract and supplier management
- Local government or wider public sector experience
Contract:
- Up to 6 months
- Hybrid working
- Inside IR35
