Interim Head of Health & Safety

Location: Ealing / Hybrid (some office attendance required)

Day rate: £Competitive – inside IR35

Contract type / length: Interim - minimum 3 months, with the potential for extension


Provide immediate leadership and assurance across health, safety and compliance

Are you an accomplished Health & Safety leader with the experience and credibility to step into a complex organisation, quickly understand its risk profile and deliver meaningful improvements at pace?

We’re looking for an experienced Interim Head of Health & Safety to provide immediate, visible and risk-led leadership across A2Dominion. This is a senior interim assignment requiring someone who can quickly assess our current arrangements, identify priorities and strengthen how health, safety and compliance assurance is delivered across the organisation.

You’ll need to be comfortable operating at both strategic and operational levels - providing expert advice and assurance to senior leaders while ensuring that frameworks, controls and improvement plans are robust, practical and effectively implemented.

This is an opportunity for an experienced interim leader to bring fresh thinking, sound judgement and a strong track record of delivering within complex, regulated environments. You’ll be expected to hit the ground running, establish credibility quickly and provide clear direction to the Health & Safety function and the wider organisation.

Reporting to the Director of Governance & Compliance, you’ll act as the Group’s Lead Competent Person, providing evidence-based assurance to our Board and Executive Management Team while strengthening a proactive, risk-aware safety culture across A2Dominion.

Key Responsibilities

  • Provide immediate strategic and operational leadership across health, safety, compliance and assurance.
  • Develop and deliver a clear, risk-based improvement plan, ensuring actions are appropriately prioritised, owned and tracked through to completion.
  • Lead the development and delivery of the Group’s Health & Safety strategy, ensuring alignment with organisational objectives, regulatory requirements and resident safety priorities.
  • Act as the Group’s Lead Competent Person for health and safety matters under the Management of Health and Safety at Work Regulations 1999. Provide clear, evidence-based assurance and advice to the Board, Executive Management Team and senior leaders on safety performance, risk exposure and the effectiveness of controls.
  • Establish effective performance measures, audits, compliance checks and assurance reviews, ensuring actions are tracked through to completion.
  • Provide visible leadership across high-risk areas including fire and building safety, contractor management and resident safety.
  • Provide expert advice on health and safety legislation, regulatory requirements, building safety and wider landlord compliance obligations.
  • Lead the Group’s approach to risk assessments, audits and inspections across offices, homes, communal areas, care schemes, construction and development sites and resident-facing services.
  • Lead accident, incident and near-miss reporting and investigations, ensuring root causes are identified and learning is embedded across the organisation.
  • Build effective relationships with external regulators and partners including the Health and Safety Executive, Local Authorities, fire and rescue services, specialist consultants and contractors.
  • Ensure health, safety and compliance contracts are effectively managed, providing value for money while maintaining appropriate standards and controls.
  • Lead, coach and develop the Health & Safety team, creating a high-performing function that provides trusted professional advice and assurance across the Group.

  • Degree-level education / NVQ Level 7 or equivalent
  • A relevant professional qualification and/or membership, such as NEBOSH Diploma, Chartered IOSH status, CIOB membership or equivalent
  • Significant senior-level experience in health, safety and compliance within social housing or a similarly complex, regulated and customer-facing environment
  • Strong knowledge of the Building Safety Act, fire and building safety reform, Social Housing Regulation Act, Regulator of Social Housing consumer standards and wider landlord health and safety duties
  • Strong technical knowledge of key landlord compliance areas including fire, gas, electrical safety, lifts, water hygiene and asbestos
  • A strong understanding of social housing, including resident safety, repairs and maintenance, asset data, communal areas, construction activity and higher-risk buildings
  • Experience developing and implementing robust risk, compliance and assurance frameworks
  • Proven experience leading, coaching and developing teams and driving cultural change
  • Experience managing health and safety and compliance contracts, budgets and resources
