We are Hiring: Interim Lead – Dorset Local Plan

Location: Dorchester, Dorset (3–4 days onsite per week)
Contract: 6 Months (Potential Extension)
Rate: £530 per day (Outside IR35)

About the Role

We are seeking an experienced Interim Lead – Dorset Local Plan to lead the delivery of Dorset Council's new Local Plan and Design Guide under the latest National Planning Policy Framework (NPPF). Reporting jointly to the Corporate Director for Planning and the Executive Director for Economy & Environment, you will provide strategic leadership, oversee a team of approximately 50 staff, and drive the successful delivery of this high-profile programme.

Key Responsibilities

  • Lead the development and delivery of Dorset's new Local Plan and Design Guide.
  • Establish project governance, critical path timelines, and robust programme management arrangements.
  • Drive progress to ensure key planning milestones and objectives are achieved.
  • Lead and manage the Spatial Planning Service, ensuring resources are aligned to Local Plan delivery.
  • Engage closely with Cabinet Members, Councillors, senior leadership, and key stakeholders.
  • Build strong relationships across the Council, external partners, and statutory bodies.
  • Ensure compliance with Council governance, financial, procurement, and health & safety requirements.

Essential Skills & Experience

  • Significant senior-level experience within Strategic Planning in Local Government.
  • Proven track record of successfully delivering and adopting Local Plans.
  • Strong expertise in strategic planning policy, NPPF, and planning legislation.
  • Experience influencing senior leaders, elected members, and statutory stakeholders.
  • Demonstrated ability to lead large multidisciplinary teams and deliver complex programmes.
  • Excellent stakeholder management, political awareness, and communication skills.
  • Ability to establish credibility quickly and drive organisational change.

Requirements

  • Extensive Local Government planning experience is essential.
  • Proven leadership in strategic planning and Local Plan delivery.
  • Available to work onsite in Dorchester, Dorset 3–4 days per week.

Duration: 6 months with potential extension Location: Hybrid – Dorchester, Dorset (3–4 onsite days per week)
