Summary

This interim Revenues Manager position offers a 6-month contract with a local authority, providing strategic and operational leadership to enhance service delivery and ensure compliance with legislation. The role is pivotal in driving service improvements, managing key financial processes, and supporting the Council's broader objectives. The postholder will also serve as the deputy to the Assistant Director of Finance & Procurement when necessary. This hybrid role requires a minimum of one day per week in the office, with a competitive umbrella pay rate of £500 - £550 per day.

Responsibilities

  • Lead and manage the Revenues Service to maintain high performance and customer service standards.
  • Provide supervision, guidance, and support to staff across the service.
  • Oversee recruitment, induction, training, performance reviews, and employee development.
  • Establish, monitor, and report on service performance targets and key performance indicators.
  • Oversee Council Tax and Business Rates billing, collection, and recovery activities.
  • Manage the recovery of Sundry Debts and Housing Benefit Overpayments in line with legislation and best practices.
  • Handle insolvency, bankruptcy, IVA, and complex debt recovery cases.
  • Authorise and recommend write-offs for irrecoverable debts where necessary.
  • Lead the Council’s in-house Enforcement Agent Service.

Requirements

  • Significant experience managing a Revenues Service within a local authority.
  • Proven expertise in overseeing Council Tax, Business Rates, Sundry Debt, and Housing Benefit Overpayment recovery functions.
  • Experience in leading annual billing exercises and year-end Revenues processes.
  • Ability to interpret and implement legislative changes in Revenues and Local Taxation.
  • Educated to A-Level standard or equivalent.
  • Membership of the Institute of Revenues, Rating and Valuation (IRRV) or an equivalent professional body.
  • Full UK Driving Licence and access to a vehicle.
  • Evidence of continuous professional development in Revenues, Local Taxation, or Public Sector Finance.
