Interim Senior Commissioning Manager – 5 Month Contract
Location: Luton Borough Council
Rate: £400 per day (Umbrella)
Contract: 5 Month Contract
Department: Population Wellbeing – Adults Commissioning
Hours: Full Time
Working Pattern: Agile / Hybrid Working

Summary
Luton Borough Council is in search of a seasoned Interim Senior Commissioning Manager to spearhead significant commissioning initiatives within Adult Social Care, with a strong emphasis on the Older People, Care Home, and Extra Care Housing sectors. This pivotal role demands a senior commissioner with proven expertise in Care Home commissioning, Extra Care market development, contract formulation, and crafting business cases for new projects and developments. The chosen candidate will manage intricate commissioning programs, supervise performance and contract management, and collaborate with health, social care, voluntary, and community partners to enhance resident outcomes.
Responsibilities
Strategic Commissioning
- Spearhead the creation, execution, and monitoring of commissioning strategies and plans.
- Oversee all phases of the commissioning cycle, from needs analysis to implementation and review.
- Innovate sustainable service models within Adult Social Care.
- Lead large-scale commissioning projects for Older People's and Working Age Adult Services.
Care Home & Extra Care Market Development
- Direct Care Home and Extra Care Housing commissioning efforts.
- Formulate service specifications, contract documents, and commissioning frameworks.
- Develop business cases for:
- New Care Home developments
- Extra Care Housing schemes
- Service redesign initiatives
- Market development strategies
- Conduct market analysis, engage providers, and plan for sustainability.

Programme & Change Management
- Lead complex transformation and service enhancement programs.
- Conduct service reviews, needs assessments, and value-for-money evaluations.
- Formulate and execute commissioning intentions and plans.
- Manage complex projects and commissioning workstreams.
Contract & Performance Management
- Monitor provider performance and ensure contractual compliance.
- Develop performance frameworks focused on outcomes.
- Lead contract negotiations and provider engagement activities.
- Ensure commissioned services deliver quality outcomes and value for money.
- Cultivate relationships with providers, partners, and stakeholders.
Partnership Working
- Collaborate closely with:
- Adult Social Care Teams
- NHS Partners
- Integrated Care Boards
- Care Providers
- Voluntary and Community Sector Organizations
- Service Users and Carers
- Advocate for co-production throughout the commissioning cycle.
Financial Management
- Oversee substantial commissioned service budgets.
- Provide financial scrutiny and challenge.
- Conduct value-for-money reviews and make investment decisions.
- Support governance of pooled budgets and commissioned services.
Essential Requirements
- Extensive experience in Adult Social Care Commissioning.
- In-depth knowledge of:
- Older People's Services
- Care Home Markets
- Extra Care Housing
- Working Age Adult Services
- Experience in developing:
- Commissioning Strategies
- Service Specifications
- Business Cases
- Market Development Plans
- Proven ability to manage complex commissioning programs.
- Strong contract and performance management skills.
- Experience in conducting:
- Needs Assessments
- Service Reviews
- Market Analysis
- Options Appraisals
- Familiarity with:
- Care Act
- Adult Social Care legislation
- Integrated Commissioning
- NHS and Local Authority partnership arrangements
- Excellent stakeholder engagement and influencing abilities.
- Robust program and project management experience.

Desirable
- Experience in developing Care Home or Extra Care schemes from concept to delivery.
- Knowledge of NHS commissioning policy and Integrated Care Systems.
- Experience managing pooled budgets.
- Project Management qualification or equivalent experience.
