Interim Strategic Transport Manager

Day Rate: Competitive

Location: Hybrid
Contract: Interim
Duration: 6-12 Months (Initial)

A forward-thinking Unitary Authority is seeking an experienced Interim Strategic Transport Manager to provide leadership, direction, and expert support across its transport portfolio during a period of transformation and growth.

This is a highly visible role requiring an accomplished transport professional who can help shape and deliver the authority's long-term transport vision while providing mentoring and development support to an established team.

The Opportunity

You will play a pivotal role in ensuring the council's transport ambitions are translated into deliverable strategies and programmes that support economic growth, sustainable travel, connectivity, regeneration, and place-making objectives. Working closely with senior leaders, elected members, regional partners, and external stakeholders, you will provide strategic oversight of transport planning and policy development while strengthening the capability and confidence of the existing team. This is an ideal opportunity for a well-respected interim leader who enjoys combining strategic influence with hands-on mentoring and coaching.

Key Responsibilities

  • Lead the development and implementation of the council's strategic transport vision and objectives.
  • Provide expert advice to senior officers, elected members, and partner organisations on transport policy and investment priorities.
  • Review and strengthen existing transport strategies, programmes, and delivery plans.
  • Mentor and develop transport managers and professional officers, helping to build long-term organisational capability.
  • Support the authority's engagement with government departments, combined authorities, transport bodies, developers, and regional stakeholders.
  • Ensure transport initiatives align with wider economic development, housing growth, environmental, and regeneration priorities.
  • Provide strategic leadership across areas including active travel, highways, public transport, connectivity, and sustainable transport solutions.
  • Identify funding opportunities and support business case development for future investment.
  • Drive collaborative working across council services and external partners.

About You

We are looking for a strategic transport leader with a proven track record of delivering successful outcomes within local government or a similarly complex public sector environment. You will bring:

  • Significant senior-level experience within transport planning, transport strategy, highways, infrastructure, or related services.
  • A strong understanding of local government governance and political environments.
  • Experience developing and implementing transport strategies and long-term infrastructure plans.
  • The ability to influence and engage stakeholders at all levels, including elected members and external partners.
  • Experience mentoring and developing professional teams.
  • Strong commercial awareness and understanding of transport funding mechanisms.
  • Excellent communication and leadership skills.
  • A collaborative and supportive leadership style focused on building capability and leaving a lasting legacy.
