Interim Treasurer / Treasury Consultant (Interim / Contract)

London, 2 days per week in the office
3-6 months in duration initially
Outside IR35

Role Summary

We are seeking an experienced Treasury Consultant to design, build and optimise a best-in-class treasury function for a rapidly growing infrastructure business undertaking significant capital investment programmes. The role will play a critical part in supporting large-scale CAPEX deployment, ensuring robust funding structures, effective liquidity management, covenant compliance, and lender stakeholder management.

The successful candidate will bring deep experience from infrastructure, energy, transportation, utilities, telecoms, or similarly capital-intensive sectors, with a proven track record of establishing and scaling treasury functions within growing organisations.

Key Responsibilities

Treasury Function Development

  • Design and implement a fit-for-purpose treasury operating model aligned to the business's growth strategy.
  • Establish treasury policies, controls, governance frameworks and reporting processes.
  • Build treasury capabilities, systems, procedures and organisational structures appropriate for a scaling infrastructure platform.
  • Implement best practices across cash management, liquidity planning, risk management and funding activities.

Financing & Capital Structure

  • Support the development and execution of funding strategies to support significant CAPEX programmes.
  • Lead or support project financing transactions, debt raising, refinancing activities and capital market initiatives.
  • Manage relationships with lenders, banks, investors, credit providers and external advisors.
  • Provide strategic recommendations on capital structure optimisation and funding efficiency.

Debt, Covenants & Escrow Management

  • Establish robust processes for monitoring and managing debt facilities, financial covenants and reporting requirements.
  • Oversee covenant compliance and lender communications.
  • Manage escrow accounts, reserve accounts and restricted cash arrangements associated with project financing structures.
  • Ensure adherence to financing documentation and debt obligations.

Cash & Liquidity Management

  • Develop short, medium and long-term cash forecasting models.
  • Optimise liquidity management across multiple projects and legal entities.
  • Drive improvements in working capital and cash visibility.
  • Develop treasury reporting and KPI frameworks for executive leadership and stakeholders.

Strategic Advisory

  • Act as the subject matter expert on treasury matters for executive leadership.
  • Provide insight on financing implications of major investment decisions, acquisitions and infrastructure projects.
  • Support Board, Audit Committee and lender reporting as required.

Candidate Profile

Essential Experience

  • Significant treasury leadership experience within infrastructure, utilities, renewable energy, telecoms, transportation or other CAPEX-intensive environments.
  • Proven track record of establishing, transforming or scaling treasury functions within growing organisations.
  • Deep experience in project finance, structured finance and debt capital markets, including bond financing.
  • Strong understanding of debt documentation, covenant management, escrow arrangements and restricted cash structures.
  • Experience supporting multi-year capital investment programmes involving substantial funding requirements.
  • Strong stakeholder management experience with lenders, banks, investors and executive teams.

Technical Expertise

  • Treasury operations and governance.
  • Cash forecasting and liquidity management.
  • Project finance and infrastructure funding structures.
  • Debt raising, refinancing and bond issuance.
  • Covenant compliance and lender reporting.
  • Treasury risk management.
  • Capital structure optimisation.
