Job Opportunity – Interim Treasury Accountant
Location: Southwest London (Hybrid Working)
Rate: DOE P/D £ - Umbrella
Start Date: ASAP
Contract Length: 6 Months
Key Responsibilities
- Lead on the council's treasury management function, ensuring compliance with statutory and regulatory requirements.
- Manage cash flow forecasting and liquidity planning to maximise investment opportunities whilst maintaining appropriate cash balances.
- Develop and implement investment strategies in line with the Council's Treasury Management Policy.
- Monitor borrowing requirements and ensure compliance with the Prudential Code and treasury management regulations.
- Prepare key treasury reports including the Treasury Management Strategy Statement, Mid-Year Review, and Annual Treasury Report.
- Ensure compliance with the CIPFA Treasury Management Code and other relevant legislation.
- Support the council's VAT function and ensure adherence to relevant financial regulations.
- Liaise with treasury advisers, banks, auditors, and other external stakeholders.
- Identify, monitor, and mitigate treasury-related risks including interest rate, liquidity, and counterparty risks.
- Provide specialist treasury advice and support to finance colleagues and senior stakeholders.

Successful Candidates Will Have
- Fully qualified accountant (CIPFA, ACCA, ACA, or CIMA) or part qualified with significant treasury management experience within the public sector.
- Proven experience managing treasury management activities within a local authority or public sector environment.
- Strong understanding of treasury management principles, cash flow forecasting, and investment management.
- Knowledge of the CIPFA Treasury Management Code, Prudential Code, and relevant local government finance regulations.
- Excellent analytical skills, attention to detail, and financial modelling capability.
- Strong stakeholder management and communication skills.
- Experience using treasury management systems would be advantageous.
- Previous experience implementing process improvements within a treasury function is desirable.
