About the role:
To support the Deputy CCTV Manager to manage the 24/7 CCTV Operations Centre, ensuring quality service delivery, compliance with relevant legislation and engagement with partners.
The Operations Centre oversees a range of operational functions, including borough wide CCTV monitoring and surveillance, as well as fire and intruder alarm monitoring, providing services to both internal and external clients.
You will support and manage staff within the Operations Centre to ensure a smooth operation of the service area.

Key Responsibilities:
- Proactive monitoring of CCTV to identify and effectively manage critical incidents, violent crime, ASB, Enviro-crime, and Safeguarding concerns.
- Liaison with relevant partners across various services in the Council in relation to CCTV and projects.
- Support tasking and/or operations by Police and where required provide detailed reports.
- Management of staff to include (but not limited to) resource planning, staff training, and one to one’s with the team.
- Ensure the service complies with relevant legislation, regulations, and policies at all times. Including compliance with data protection, health, and safety as well as managing any unsafe working practices.
- Oversee the shift in terms of management of staff, service, and to ensure the smooth running of the Operations Centre, Borough checks, CCTV monitoring, incident management, and reporting.
Qualifications and Requirements:
To be considered for this position, you should meet the following requirements:
- Numeracy and literacy qualification e.g. GCSE English and Maths or equivalent.
- Relevant professional qualification
- An understanding of the functions within a CCTV Operations Centre and/or other rapid response services.
- Knowledge of relevant legislation relating to the enforcement sector.
- A good understanding of Regulation of Investigatory Powers Act 2000 (RIPA) and the Surveillance Camera code of practice. Be able to advice as necessary.
- Knowledge of managing data including documentation, recordings, copies of recordings and fault maintenance, subject access processes and matters relating to the release of data to third parties.
- Ability to efficiently use specialist equipment, such as the secure Airwaves Radio system, CCTV, computers, etc.
- Excellent interpersonal skills, emotional intelligence, stakeholder engagement, and good verbal and written communications at all levels in high-pressure environments.
- Ability to work flexibly including shift allocations, team working (especially in times of crisis), organise workload, meet targets.
- Experience in working with a wide range of customers/stakeholders and partners to achieve outcomes. This includes providing briefings for occasionally complex situations in a clear and concise manner and drafting operational briefings.
- Experience in leading projects and working under time pressures to meet deadlines to support service development.
- Experience in managing a team and working in a high-pressure environment and supporting team members.
- Experience and ability to deliver high-quality training to a range of customers.
- To be able to use data to identify trends in risk, emergencies and use the results to drive future resilience strategies and activity.
- Demonstrable expertise in assessing the UK National Risk Register and London Risk Register to ensure testing and assurance align with council risks.
- Ability to work in partnership at a senior level with a wide range of staff groups, external agencies and voluntary organisations to make risk-based decisions on testing and exercising.
- Possess the knowledge and skills to be able to audit, prepare, test and exercise both emergency planning and business continuity plans, and take follow up action to enhance the resilience of the council.
- Ability to advise on preparation and maintenance of the Council’s emergency plans, in conjunction with senior managers, including arrangements following service disruption and full recovery.
- Possess the skills to be able to design contingency exercises to test key responses across a range of standards under statutory requirements or protocols and to possess the skills to be able to assess emergency services responses.
