If so, then this role within the International Mutual Assistance Team (IMAT) could be just the one for you!
IMAT sits within the Fiscal Crime Liaison Network (FCLN). We handle formal requests between HMRC and authorities worldwide relating to Mutual Legal Assistance (MLA) and Mutual Administrative Assistance (MAA) for evidential and intelligence purposes.
Job Description
- You will direct and guide both HMRC officers and overseas authorities to effectively manage a range of Mutual Assistance requests.
- Proactively manage your own caseload of mutual assistance requests, working within policies to deadlines, balancing the requirements of multiple investigations.
- You will work closely with various stakeholders, such as Solicitors, Policy and the Fiscal Crime Liaison Network, to provide accurate and timely responses.
- Occasional travel within the UK will be required including stays away from your home office to obtain witness statements and/or attend court hearings.
Person specification
You Will Have
- Experience of making sound, well-reasoned decisions at pace, with the ability to respond to real-time events, considering relevant legislation, the impacts on the team, HMRC and Civil Service reputation.
- Excellent interpersonal skills and professional outlook to represent HMRC; meeting with subjects to obtain witness statements, engaging and leading meetings with external stakeholders on behalf of the team. A high degree of tact and diplomacy is also required to represent HMRC to a variety of law enforcement agencies, foreign embassy officials, legal representatives, witnesses, and suspects both in the UK and abroad.
- Excellent written and oral communication skills. These are vital, including the ability to communicate with foreign agencies and stakeholders, prepare witness statements, make accurate entries in case management systems, and produce clear, concise, and logical case reports for transmission to requesting foreign authorities.
- Demonstrate high levels of commitment and flexibility to deliver in an ambiguous environment.
- Experience of or the ability to confidently deal face to face with members of the public and/or trade, professionally representing HMRC.
- Experience of or the ability to upskill in International Mutual assistance operations within the criminal justice environment. Have or ability to build knowledge of international criminal investigations and proceedings, in support of all HMRC functions for evidential and intelligence purposes, to promote our relationships and strategies worldwide.
- Experience of or the ability to obtain Witness Statements in accordance with relevant legislation and policy and/or submitting applications under RIPA 2000.
- Candidates need to have already undertaken or be willing to undertake and successfully pass the Intel Foundation Course, as is standard across Intelligence Services and to support the skills required for the role.

Essential Criteria
To be considered for this role, your application must demonstrate all of the following skills, which are essential due to the complex casework involved and the requirement to interview witnesses and represent HMRC within the international community:
- Proven experience of making sound, evidence-based decisions in complex or fast-paced environments, exercising good judgement while considering relevant legislation/guidance, operational risks, and the potential impact on organisational reputation and outcomes.
- Strong interpersonal and stakeholder management skills, with experience of building effective relationships and representing your organisation professionally when engaging with internal and external stakeholders, including conducting interviews/meetings obtaining information, and leading discussions to achieve positive outcomes.
- Excellent written and verbal communication skills, with the ability to communicate complex information clearly and professionally to a wide range of audiences, produce accurate records and reports, and present information in a concise, logical and evidence-based manner.
- Experience of dealing directly with members of the public, customers or stakeholders, managing sensitive or potentially challenging interactions with professionalism, tact and diplomacy.
- Experience of gathering, evaluating and analysing information from multiple sources, using critical thinking and attention to detail to support decision-making, investigations, intelligence development or operational activity.
- Experience of preparing clear, accurate and comprehensive case reports, briefing materials, witness statements, investigation records or similar sensitive documentation, ensuring they meet required evidential, procedural or professional standards.
- Strong organisational skills, with the ability to manage competing priorities under pressure, coordinate multiple workstreams and consistently deliver high-quality outcomes within agreed timescales.
- Ability to accurately follow written instructions and guidance. Working to Legal advice and standard operating models.

Salary and Benefits
- Alongside your salary of £35,423, HM Revenue and Customs contributes £10,262 towards you being a member of the Civil Service Defined Benefit Pension scheme.
