Key Responsibilities

  • To lead the development and implementation of international training and competence solutions that support market entry and business growth, including the development of workforce capability solutions that support local content ICV requirements and enable competitive market positioning.
  • The role will ensure the business can credibly define, structure, and deliver in-country training and capability solutions that support bid activity, operational readiness, and workforce mobilisation across multiple regions.
  • The role carries clear commercial accountability, ensuring all training and competence solutions are operationally credible, financially viable, scalable, and capable of strengthening competitive position while supporting profitable international growth.
  • The role will bridge business development, operational delivery, and external training providers, ensuring all capability solutions are practical, scalable, and regionally adaptable.
  • Develop and implement an international training and competence approach aligned to business growth and international expansion.
  • Define and drive approaches to local content / ICV requirements, ensuring workforce capability solutions support both regulatory compliance and competitive positioning in bids.
  • Translate business and operational requirements into practical, scalable training and competence capability solutions.
  • Lead the development of a flexible international competence framework, adaptable to regional requirements.
  • Support bid development by ensuring solutions are credible, deliverable, and aligned to operational realities.
  • Identify capability risks and gaps across new and existing regions and develop mitigation approaches.
  • Ensure alignment between training, competence, and workforce mobilization requirements.
  • Drive commercially focused capability solutions that support profitable growth, competitive differentiation, and operational delivery across international market.
  • Drive consistency in capability standards while allowing for regional flexibility and adaptation.
  • Identify and apply innovative and practical approaches, including digital solutions, to enhance training and competence delivery.
  • Develop and articulate local content / ICV strategies within bids, ensuring they are credible, deliverable, and aligned to regional expectations.
  • Ensure training and competence approaches align with client expectations, local content requirements, and operational needs.
  • Contribute to building client confidence through clear, structured delivery models.
  • Work with BD and regional teams to position local workforce development as a key differentiator in client proposals.
  • Support continuous improvement based on client feedback and operational performance.
  • Define and implement region specific training delivery models including:
    • In-country delivery.
    • Third party providers.
    • Contractor–based solutions.
  • Identify, engage and manage external training partners and providers.
  • Ensure training and competence solutions directly support in-country workforce development and long-term localization goals.
  • Adapt training approaches to reflect international and emerging market conditions.
  • Incorporate blended and digital learning approaches to support scalable and flexible training delivery across regions.
  • Ensure training solutions are cost effective, scalable, operationally and contractually aligned.
  • Lead and support the existing training and competence team.
  • Ensure effective implementation of competence frameworks across regions.
  • Ensure alignment between: Competence standards, Training delivery and Workforce readiness.
  • Provide guidance and oversight to ensure consistent and high-quality capability outcomes.
  • Support the development of digitally enabled training and competence tracking and reporting to improve visibility across regions.
  • Support development of the team to meet international and operational demands.
  • Act as a key interface between: Business Development and Regional teams.
  • Ensure alignment between: What is proposed in bids and What is delivered operationally.
  • Capture lessons learned from: Bids, Training and competence delivery and Operational performance.
  • Drive continuous improvement of: Training models, Competence frameworks and Delivery approaches.

  • Degree or equivalent experience in a relevant discipline (e.g. Operations, or Technical Training).
  • Strong understanding of international competence management systems and frameworks.
  • Knowledge of international training delivery models (in-house, third-party, contractor-based).
  • Understanding of workforce capability development within Oil & Gas / Energy / environments.
  • Awareness of international and emerging market requirements, including local content / nationalization expectations.
  • Knowledge of health, safety, and operational standards relevant to technical training environments.
  • Assessor and/or verifier qualifications are advantageous but not essential.
  • Ability to translate operational requirements into practical training and competence capability solutions.
  • Strong written skills, particularly for contributing to bids and proposals.
  • Effective stakeholder management across: Business Development, Clients, Operations & External Providers.
  • Ability to assess and select appropriate training delivery approaches.
  • Commercial awareness — understanding how training and competence supports winning work and delivery.
  • Strong organizational and coordination skills.
  • Ability to work across multiple regions and priorities simultaneously.
  • Adaptability to different cultural and operational environments.
  • Experience in Oil & Gas, industries.
  • Proven experience supporting or managing training or competence activities across multiple regions.
  • Experience working with or managing external training providers or vendors.
  • Exposure to bid or proposal processes, particularly contributing technical and local capability content.
  • Experience working alongside operational teams to align training and competence with delivery requirements.
  • Experience supporting workforce capability development or mobilisation readiness.
  • Experience developing and implementing adaptable competence frameworks across regions.
  • Experience operating in or supporting international or emerging markets.
