The Fraud Prevention Centre (FPC) is a strategic capability within HMRC Security, designed to safeguard customers and the organisation against identity-related fraud and emerging threats. Its mission is built on three interconnected pillars: Protection, Detection, and Response, all underpinned by advanced threat intelligence and customer support. The Centre operates across multiple functional areas, including Proactive Protection, Customer Support & Response, and Strategy & Advisory, to deliver a holistic approach to fraud prevention.
Job Description
We are seeking an Interventions Lead to play a critical leadership role within HMRC's expanding Fraud Prevention Centre (FPC), shaping and directing how interventions are prioritised, coordinated, and governed across the organisation.
This role sits at the heart of HMRC's fraud response capability, with responsibility for setting direction, establishing control frameworks, and assuring the effectiveness of intervention activity at a national level. You will lead the strategic coordination and deconfliction of interventions, ensuring resources are optimised, risks are actively managed, and activity delivers maximum impact.
You will operate with a high degree of autonomy, making complex, risk-based decisions with organisational significance, often under time pressure and in sensitive contexts. The post holder will provide authoritative advice to senior leaders and influence cross-HMRC activity, ensuring interventions align with departmental priorities, legal frameworks, and risk appetite.
A key part of the role is leading and communicating across boundaries, influencing senior stakeholders and building alignment across operational, technical, policy, and legal teams. You will work at pace, often in sensitive contexts, providing clear and authoritative advice to senior leaders.
This is a high-profile leadership role within HMRC's fraud prevention strategy, focused on disrupting identity-related fraud through an intelligence-led, system-wide approach.

Person specification
- Set strategic direction for intervention activity across HMRC, ensuring alignment with departmental priorities, risk appetite, and fraud strategy.
- Own and lead the deconfliction framework, establishing governance, standards, and decision-making thresholds to ensure a single, coherent approach to intervention activity.
- Exercise senior decision-making authority on prioritisation, escalation, and resource allocation, balancing operational pressures with strategic risk considerations.
- Provide expert advice to senior leaders, including Directors and SCS, on intervention strategy, risks, and emerging threats.
- Lead cross-directorate collaboration, influencing stakeholders to align activity and resolve competing priorities in complex and ambiguous environments.
- Drive continuous improvement, identifying systemic issues and leading the development of enhanced frameworks, tools, and ways of working.
- Oversee incident response at a strategic level, ensuring effective governance, coordination, and lessons learned are embedded across HMRC.
- Develop and maintain strong partnerships, both internally and externally (e.g., law enforcement, other government departments), to strengthen collective fraud response.
- Translate intelligence and analysis into strategic insight, shaping proactive interventions and longer-term prevention approaches.
- Assure performance and impact, setting metrics and using data to evaluate effectiveness and inform senior-level reporting.
- Lead and develop capability, providing direction, coaching, and leadership within the FPC and wider intervention community.

Essential Criteria
- To hold, or be willing to work towards CISMP
- Proven leadership experience in managing complex operational or incident response-based activity within HMRC or a comparable regulatory or enforcement environment.
- Strong strategic decision-making capability, with experience balancing risk, resource, and organisational priorities.
- Demonstrable experience of designing and leading deconfliction or governance frameworks, including resolving high-impact conflicts and setting clear rules and thresholds, ensuring clarity, consistency and accountability.
- Exceptional stakeholder management and influencing skills, with the ability to operate credibly at senior levels and drive alignment across organisational boundaries.
- Advanced analytical capability, including interpreting complex intelligence and translating it into strategic decisions and actionable outcomes.
- Excellent communication skills, with the ability to brief and advise senior audiences clearly and persuasively.
- A strong understanding of legal and regulatory frameworks relevant to intervention activities such as data protection, necessity and proportionality, our investigatory powers and have experience of applying these.
- Proven ability to lead through ambiguity, adapt to evolving threats, and deliver at pace in high-pressure environments.
Desirable Criteria
- Counter Fraud Profession (CFP) accreditation or equivalent.
- Strong understanding of fraud prevention, security operations, or enterprise risk management.
- Experience shaping or delivering fraud strategy, policy, or large-scale operational responses.
- Advanced data analysis capability (e.g., Excel, Power Query, or analytical tools).
- Knowledge of identity fraud threats and the evolving external risk landscape.
- Experience working with external partners (e.g., law enforcement, cross-government bodies).
- Strong understanding of HMRC governance, compliance frameworks, and risk appetite.

Leeds Location
