Job Description and Person Specification
Salary: Annual salary up to £42,827 (pro rata)
Hours: Part time, up to 0.5FTE (17.5 hours per week)
Location: Home based with occasional travel to meetings in London and Bristol
Annual Leave: 25 days p.a. plus 8 bank holidays plus closure over Christmas and New Year (pro rata)
Pension: 3% pension contribution (after successful completion of two-month probationary period)
Probationary period: Two months
Tenure: Fixed term to 31-3-27 with possibility of extension

Background
IRISi is a social enterprise established to promote and improve the health care response to gender-based violence. Our work includes facilitating the widespread adoption of the IRIS model and other evidence-based health and domestic violence and abuse (DVA) programmes, including ADViSE.
IRIS is an evidence-based, general practice-based DVA training, support and referral programme. Core areas of the programme are training and education, clinical enquiry, care pathways and an enhanced referral pathway to specialist domestic violence services for patients with experience of DVA. IRIS is commissioned in sites across England and Wales. ADViSE is our adapted programme for sexual health settings.

The Role
This post is the opportunity for an individual to programme manage the programme frameworks, monitor, track and report on the grant funding and progress of the delivery across two workstreams: our flagship intervention, the IRIS programme, in several London boroughs; and oral health programme in several London boroughs. The programme will build on the successful delivery of our work across the UK and integrates responsibility of contract management with various violence against women and girls (VAWG) service providers and partners as well as programme management at a strategic level. This is a great opportunity to be part of improving the health care response to domestic abuse and to join a small, ambitious and dedicated team at IRISi.
Aims of the position
Building on the success of our previous programme of work, the postholder is responsible for maintaining and implementing a contract and programme management strategy which supports the delivery of IRISi priorities. Act as the strategic lead for contract and programme management ensuring programme delivery is effective, on time and on budget. Monitor contract compliance and manage risk effectively with a variety of specialist providers. Lead and promote quality and continuous improvement ensuring contracts are delivered to a high standard across the programme.
Main Duties and Key Accountabilities
- Act as strategic lead for contract and programme management offering expertise, advice and guidance.
- Maintain and implement a contract and programme management strategy which robustly delivers against IRISi priorities and achieves return on investment for the funders.
- Work to ensure consistency and quality are achieved.
- Work across local teams to adhere to the IRISi and IRIS evidenced-based framework which will monitor impact and achieve outcomes.

Contract Management:
- Lead on contracting activity focusing on contract development, contract compliance and managing risk.
- Work closely with finance colleagues; follow budgetary review process ensuring contracts are delivered within agreed financial envelopes and governance arrangements are in place.
- Ensure providers deliver to agreed quality and performance requirements.
- Manage the development of contracts and agreements ensuring expert legal and financial advice is secured and used as required.
- Follow agreed policies and frameworks, oversee relevant contracting processes for partner agencies supplying services for IRISi.
- Advise and liaise closely with the CEO and SLT on contracts and documentation that require their sign off.
- Work with the CEO and SLT to ensure due processes are followed, contracts monitored, and payments released according to performance.
Programme management:
- Work with the SLT to apply established programme management principles to ensure the design, delivery and effectiveness of the programme.
- This will include:
- Utilising appropriately detailed project plans and delivery processes whilst maintaining flexibility and ability to respond to emergent or changing priorities
- Taking responsibility for monitoring the overall delivery plan
- Manage issues, risks, lessons learnt appropriately for the programme and reporting on them
- Adhere to an agreed framework of reporting on the progress against the plans to senior management
- Work on a comms framework for the different stakeholder groups
- Lead on proactive stakeholder management with external stakeholders and regular internal reflection in order to continuously improve delivery
- Ensure the programme is cutting edge in design and contributes to wider learning for IRISi on frameworks for future programmes
Working Relationships and Contacts
The post holder will be required to develop and maintain effective working relationships with the IRISi team members responsible for these sites and the specialist providers across all boroughs. Relationships will also need to be developed across IRISi, with programme funders, partner agencies and their representative bodies, statutory and third sector partners. Developing and maintaining partnerships with other organisations to further our strategic goals will be expected.
Person specification
Knowledge
- A proven track record of delivering successful programmes of varying value across the public sector which are innovative and meet financial and time commitments.
- Experience of developing, leading and managing successful programme delivery within the sector.
- Possessing a good knowledge around VAWG and of the health sector.
- Strong negotiation, influencing, communication, strategic and analytical skills.
- Demonstrable skill to build constructive relationships with a variety of stakeholders.
- Experience of leading, motivating and inspiring teams and holding them to account to deliver strategic outcomes.
- Demonstrable skills to work across organisational boundaries, build rapport and motivate others to succeed.

Experience / Skills / Abilities
- Programme management experience, with particular experience of delivering complex projects involving multiple partners.
- Understanding and experience of working with health and the VAWG sector.
- Experience of managing contracts within a public sector setting, with 3rd party suppliers and other service providers.
- Good financial acumen and ability to work closely with financial team colleagues.
- Excellent ability to build relationships with a variety of providers across all sectors and at all levels.
- Demonstrable skills to influence, negotiate and resolve disputes with providers and key partners.
- Recognised programme management qualifications (e.g. PRINCE2, Agile, Change Management).
- A commitment to quality and achieving key performance indicators.
- Ability to work in a pressured environment and deliver priorities at pace.
- Significant experience of leading teams to deliver outcomes, influence and hold them to account.
- Ability to define and integrate clear structures, systems and resources to deliver an efficient and effective service.
