As an IT Delivery Manager (Senior Officer) within HMRC's Chief Digital & Information Office (CDIO), you will support the delivery of medium to large-scale IT and digital change across the Borders and Trade (B&T) landscape.
You will be responsible for managing delivery within a structured governance environment, ensuring plans are maintained, risks and dependencies are effectively managed, and delivery remains aligned to business priorities.
Working across multidisciplinary teams, stakeholders and delivery partners, you will play a key role in maintaining delivery momentum, balancing pace, cost and quality while supporting successful outcomes in complex delivery environments.

Key Responsibilities
- Manage the delivery of medium to large-scale IT and digital projects or workstreams.
- Maintain delivery plans, governance and reporting, ensuring clear visibility of progress and risks.
- Identify, manage and escalate risks, issues and dependencies.
- Support commercial and financial management, including cost tracking and supplier engagement.
- Work across multidisciplinary teams and suppliers to maintain delivery alignment and momentum.
- Support stakeholders by providing clear and timely delivery insight, enabling informed decisions.
- Apply and adapt Agile and/or Waterfall methodologies to suit delivery context.
- Support team performance by removing blockers and encouraging effective ways of working.
- Contribute to continuous improvement and the wider Delivery Manager community.
Essential Criteria
The Successful Candidate Will Demonstrate
- Experience managing or supporting the delivery of medium to large-scale IT or digital change.
- Experience operating within a structured delivery and governance environment, including delivery planning and risk/issue management.
- Ability to manage risks, issues and dependencies, maintaining delivery control and momentum.
- Experience working across multidisciplinary teams and/or suppliers to achieve delivery outcomes.
- Strong communication skills, with the ability to engage stakeholders and support decision-making.
- Working knowledge of Agile and/or Waterfall delivery methodologies applied in a delivery context.

Leeds Locations
Moves Adjustment Payment will be available for this role, provided the successful applicant is a current HMRC colleague in Bradford and meets the eligibility requirements outlined in the HMRC's Moves Adjustment Payment guidance.

How To Apply
As part of the application process, you will be asked to provide the following:
- A name-blind CV including your job history, qualification details and previous experiences, up to a maximum of your last three roles. Give a brief summary of what you delivered and any key achievement in each role (up to 150 words max per role).
- A 1000-word Personal Statement. Your Personal Statement should be used to describe how your skills and experience would be suitable for the advertised role, making reference to the Essential Criteria and Person Specification outlined in the advert.

Sift
Prior to applications being sifted candidates will be asked to complete an additional IKM assessment. Candidates will be sent details of the assessment once the advert has closed. This assessment is a pass or fail and only those who pass will be considered at the sift stage.
In the event of a large number of applications being received, an initial sift may be held on your Personal Statement.
At full sift your CV and your Personal Statement will be assessed, with the successful candidates being invited to interview.

Interview
During the panel interview, you will be asked Experience based questions. You should apply the STAR (Situation, Task, Action, Result) technique when delivering examples. You are encouraged to prepare demonstrable examples of your experience ahead of the interview to ensure meaningfulness and completeness.
Interviews will take place via video link. Sift and interview dates to be confirmed.
