Job Description: IT Manager 2 • 8602 - IT - Manufacturing Operations
Location: Caswell Site
Position Summary
We are seeking an experienced Site Manager to provide leadership and technical ownership for the Manufacturing Execution System (MES) environment supporting manufacturing operations at the Caswell UK site.
This position is responsible for the overall reliability, availability, support, and lifecycle management of the site's MES platform. The Site MES Manager will also lead the MES IT team, ensuring effective production support, technical capability, operational discipline, and strong partnership with Manufacturing, Engineering, Quality, Automation, Infrastructure, and other IT organizations.
The successful candidate will combine strong MES and semiconductor manufacturing knowledge with technical understanding of PROMIS/VAX environments and proven people-management skills. This individual will serve as the primary IT owner for the site's MES environment and will be accountable for maintaining manufacturing continuity while helping develop and execute the longer-term MES modernization strategy.
Key Responsibilities
MES Site Ownership and Operations
- Serve as the IT service and application owner for the Caswell PROMIS MES environment, with accountability for system reliability, availability, performance, support, and lifecycle management.
- Ensure stable 24x7 operation of the MES environment supporting mission-critical manufacturing processes.
- Establish appropriate monitoring, incident management, escalation, and support processes for MES and associated manufacturing applications.
- Oversee administration, maintenance, and support of the PROMIS MES platform running on VAX/VMS and soon to be migrated to Promis running on Linux/Oracle.
- Ensure effective support of key PROMIS components and technologies, including:
- Datalink
- Interactive Scripts
- PROMIS core modules and utilities
- ODS (Operational Data Store)
- VMS DCL scripts and batch processes
- Interfaces to equipment, automation, and enterprise systems
- Ensure production incidents are prioritized and resolved quickly to minimize manufacturing disruption.
- Lead root-cause analysis for significant MES incidents and ensure corrective and preventive actions are implemented.
- Establish and maintain appropriate backup, disaster recovery, business continuity, and system recovery procedures.
- Ensure production changes follow appropriate change-management, testing, validation, and deployment processes.
MES Team Leadership
- Lead and manage the Caswell MES IT team, including engineers, developers, analysts, and support resources responsible for MES and related manufacturing applications.
- Establish clear responsibilities, priorities, objectives, and performance expectations for the team.
- Provide technical leadership, mentoring, coaching, and career development for MES team members.
- Build appropriate cross-training and documentation to reduce dependency on individual technical resources and improve support resilience.
- Develop succession and knowledge-transfer plans for critical legacy PROMIS/VAX technical expertise.
- Assess team capabilities and develop the skills required to support both the current PROMIS environment and future MES technologies.
- Manage workload and resource allocation across production support, enhancements, projects, maintenance, and modernization initiatives.
- Coordinate internal employees, contractors, vendors, and other IT teams as necessary to deliver reliable MES services.

Manufacturing and Business Partnership
- Serve as the primary MES IT partner for Caswell Manufacturing, Operations, Process Engineering, Equipment Engineering, Quality, Automation, and site leadership.
- Develop a strong understanding of semiconductor manufacturing processes and how MES supports critical factory operations.
- Translate manufacturing requirements into appropriate MES solutions, enhancements, integrations, and support priorities.
- Work closely with manufacturing stakeholders to identify opportunities to improve operational efficiency, automation, system reliability, and manufacturing data availability.
- Establish priorities for MES enhancements based on business value, manufacturing risk, technical complexity, and available resources.
- Communicate MES performance, risks, incidents, project status, and improvement plans to site and IT leadership.
Technical Leadership and Governance
- Ensure appropriate technical standards, documentation, development practices, and support procedures are established and followed.
- Maintain architecture and technical documentation for the MES environment, including system dependencies and interfaces.
- Ensure appropriate cybersecurity controls, access management, patching, vulnerability management, and operational controls are applied to the MES environment while considering manufacturing availability requirements.
- Partner with infrastructure, network, database, cybersecurity, and enterprise application teams to maintain a reliable end-to-end manufacturing technology environment.
- Manage technical risks associated with legacy infrastructure, software dependencies, aging platforms, and specialized technical skills.
- Support internal and external audits and ensure MES-related IT controls and procedures meet applicable company and regulatory requirements.
MES Modernization and Strategy
- Develop and maintain a technology lifecycle and modernization roadmap for the Caswell MES environment.
- Identify technical, operational, and business-continuity risks associated with the legacy PROMIS/VAX environment and develop appropriate mitigation plans.
- Evaluate opportunities to modernize MES capabilities, architecture, infrastructure, integrations, reporting, and factory automation.
- Lead and participate in MES upgrades, migrations, infrastructure refreshes, integration initiatives, and modernization programs.
- Ensure modernization plans balance long-term technology strategy with the need to maintain uninterrupted manufacturing operations.
- Develop transition and knowledge-retention strategies to preserve critical manufacturing functionality and business knowledge during future MES transformation.
- Partner with enterprise IT and manufacturing leadership to align the Caswell MES roadmap with broader manufacturing systems and digital transformation strategies.
Required Qualifications
- 10+ years of experience with Manufacturing Execution Systems (MES), manufacturing applications, or factory automation in semiconductor or high-tech manufacturing environments.
- 5+ years of experience leading technical teams, MES teams, application support teams, or manufacturing IT organizations.
- Strong knowledge of semiconductor manufacturing processes and MES workflows.
- Significant experience supporting mission-critical manufacturing systems in a 24x7 production environment.
- Strong knowledge of MES architecture, manufacturing data flows, equipment integration, and enterprise system integration.
- Experience with PROMIS MES, preferably in VAX/VMS environments.
- Understanding of PROMIS technologies such as:
- Datalink
- Interactive Scripts
- ODS
- PROMIS monitoring and administration
- Manufacturing interfaces and integrations
- Working knowledge of OpenVMS/VAX environments and DCL scripting.
- Demonstrated experience managing major production incidents, troubleshooting complex manufacturing system issues, and coordinating cross-functional technical teams.
- Experience with application lifecycle management, change management, disaster recovery, and business continuity.
- Demonstrated ability to lead technical teams and develop employees.
- Strong communication and stakeholder-management skills, with the ability to work effectively with manufacturing leadership, engineers, IT teams, vendors, and senior management.

Preferred Qualifications
- Extensive hands-on experience with MES in environment.
- Experience managing or supporting PROMIS Datalink, Interactive Scripts, ODS, and VMS DCL scripts.
- Experience with Oracle SQL and manufacturing databases.
- Working knowledge of Linux and modern server environments.
- Experience integrating MES with ERP, engineering, quality, equipment automation, data platforms, and other manufacturing systems.
- Experience leading MES migrations, modernization programs, or legacy manufacturing system transformations.
- Experience managing vendors, contractors, and technology partners.
- Understanding of cybersecurity requirements and controls for manufacturing/OT environments.
- Experience with ITIL or similar IT service-management practices.
