Join Group Business Solutions (GBS), Euroclear’s technology division, to lead a business-critical transformation at the heart of Euroclear Bank’s cash services.

Ready to make an impact?

Euroclear is restarting the Cash Modernisation programme, a strategic, multi-year transformation of one of its most critical end-to-end business services. The programme will modernise Euroclear Bank’s core cash processing capability, progressively replacing the legacy Money Transfer System with a resilient, secure and scalable ISO 20022-native payment platform.

This is a high-impact role for a very senior IT Programme Manager who can both set up and deliver the programme: mobilise the organisation, establish governance, shape the delivery model, align senior stakeholders and drive execution across business, technology, operations, architecture, security, vendors and external payment ecosystems. The programme is restarting while Euroclear is also transforming its wider IT landscape and engineering practices, adding both opportunity and complexity to the delivery context.

Your Day-to-day Mission

  • Mobilise the Cash Modernisation programme from restart, including programme organisation, governance, delivery model, core teams and execution rhythm.
  • Define roles, responsibilities, decision forums, escalation paths and reporting routines across business, IT, architecture, operations, security, vendors and delivery teams.
  • Translate strategic objectives into an integrated programme roadmap, workstreams, milestones, dependencies and measurable delivery outcomes.
  • Lead project managers, squads, delivery partners and vendors to drive coherent execution across complex, interdependent workstreams.
  • Manage programme scope, plan, budget, resources, risks, issues, dependencies, change control and executive reporting with strong delivery discipline.
  • Build alignment with sponsors, senior leadership, business stakeholders and technology teams, balancing strategic ambition, delivery constraints and operational risk.
  • Anticipate and remove impediments, frame decisions, manage conflicts and maintain delivery momentum in a complex regulated environment.

Key Skills And Experience Required

  • Proven experience setting up and leading large-scale, multi-year IT transformation or core platform modernisation programmes in complex, regulated environments.
  • Strong background in payments, cash management, banking, financial market infrastructure or other critical transaction-processing environments.
  • Ability to operate at executive level, influence senior stakeholders and align business, technology, operations, risk, security and vendor organisations.
  • Strong programme management discipline, including governance, planning, budgeting, resourcing, RAID management, dependency management, change control and reporting.
  • Technical credibility to engage architecture and engineering teams on complex solution, integration, resilience and delivery trade-offs.
  • Ability to lead through ambiguity, bring structure to complex environments and drive execution across multiple teams without relying solely on direct authority.
  • Experience working with Agile delivery models and modern engineering practices in an enterprise technology environment.
  • Excellent written and spoken English, with clear communication at executive, business and technical levels.

What Makes You Stand Out

  • Direct leadership of payments, cash platform, core banking or ISO 20022 migration programmes.
  • Knowledge of SWIFT messaging, payment market infrastructures, cash correspondent banking models or liquidity-related operational processes.
  • Experience working with external payment ecosystems, financial market infrastructures or critical banking service providers.
  • Experience managing strategic vendors, system integrators, outsourcing or offshoring arrangements in major technology transformations.
  • Relevant programme or delivery certifications such as MSP, PMI/PMP, PRINCE2, SAFe or equivalent.
