IT Program Manager - PSX IT Integration

Location: London, City of (GB-LND)

Role is 100% remote.

Position Overview

We are seeking an experienced Contractor IT Program Manager to lead the planning, coordination, governance, and execution of the PSX IT Integration Program.

The program is focused on completing the essential IT integration activities required to provide PSX colleagues with a consistent, secure, and fully supportable environment. The initiative will prioritize colleague migrations, deployment of Thermo Fisher employee devices, standardized collaboration capabilities, and remediation of key cybersecurity policy exceptions.

Infrastructure modernization and broader lifecycle upgrades are outside the immediate scope of this phase and will be addressed through subsequent initiatives based on business priorities and timing.

The IT Program Manager will serve as the central point of coordination across multiple IT workstreams, partnering with PSX stakeholders, Thermo Fisher IT teams, workstream leads, business stakeholders, IT leadership, and the IT PMO. The successful candidate will be accountable for maintaining the integrated program plan, managing dependencies and risks, driving execution against committed milestones, and providing clear visibility to program leadership.

Key Program Objectives

  • Deliver the standard Thermo Fisher colleague IT experience across PSX.
  • Establish a unified, secure, and supportable PSX colleague IT environment aligned with Thermo Fisher standards.
  • Enable standardized collaboration and productivity tools, including Microsoft Teams, Email, and OneDrive.
  • Resolve existing cybersecurity policy exceptions.
  • Enable standard security monitoring for application access, internet security, and product security.
  • Support colleague migration and deployment of Thermo Fisher-standard employee devices.
  • Maintain sufficient flexibility to support future site footprint and infrastructure initiatives.

Key Responsibilities

Program Leadership & Execution

  • Own and maintain the overall integrated PSX IT Integration project plan, including milestones, deliverables, dependencies, risks, issues, decisions, and actions.
  • Coordinate multiple technical and functional IT workstreams to ensure execution remains aligned with the overall integration strategy and timeline.
  • Drive delivery against committed milestones and proactively identify potential schedule or execution gaps.
  • Establish clear ownership and accountability for deliverables, actions, and decisions across workstreams.
  • Identify critical cross-workstream dependencies and facilitate timely resolution of blockers.

Program Governance

  • Lead weekly PSX Integration program meetings with IT workstream leads.
  • Ensure meetings result in clearly documented status updates, actions, owners, decisions, and due dates.
  • Maintain accurate and current RAID management covering risks, assumptions, issues, dependencies, actions, and decisions.
  • Organize and facilitate ad-hoc escalation or issue-resolution meetings when critical blockers or cross-functional dependencies arise.
  • Follow the Thermo Fisher IT Project Management Framework (PMF) and associated governance requirements, with guidance from the LSG IT PMO.

Executive & Steering Committee Reporting

  • Prepare and distribute concise weekly executive program status reports.
  • Provide clear visibility into:
    • Overall program health
    • Key accomplishments
    • Upcoming milestones
    • Risks and issues
    • Cross-workstream dependencies
    • Decisions required
    • Areas requiring leadership attention or intervention
  • Plan and facilitate Steering Committee meetings.
  • Develop and consolidate executive-level Steering Committee materials.
  • Clearly articulate business impact, risks, options, trade-offs, recommendations, and decisions required from leadership.
  • Escalate material risks and issues early enough to enable effective leadership intervention.

Portfolio & Project Management

  • Maintain accurate and timely project information within EPPM / Planview, including:
    • Program status
    • Milestones and schedules
    • Risks and issues
    • Dependencies
    • Financial information
    • Required governance and portfolio reporting
  • Ensure project documentation and reporting comply with organizational PMO standards and governance expectations.

Financial Management

  • Support overall project financial management and reporting.
  • Track project budget, forecast, actual spend, and financial variances.
  • Coordinate financial updates with relevant project, finance, PMO, and leadership stakeholders.
  • Identify and escalate material budget or forecast variances.

Stakeholder & Cross-Functional Management

  • Maintain strong communication and alignment across PSX, Thermo Fisher IT functions, workstream leads, business stakeholders, IT PMO, and senior leadership.
  • Lead through influence within a highly matrixed, cross-functional environment.
  • Drive accountability across distributed and global teams.
  • Proactively communicate changes, risks, dependencies, and decisions that may impact program scope, schedule, cost, or business outcomes.

Required Qualifications & Experience

  • 10+ years of significant experience managing large, complex, cross-functional IT programs within enterprise environments.
  • 7+ years of demonstrated experience managing multiple concurrent technical workstreams and integrated project plans.
  • 5+ years of strong experience with IT infrastructure, enterprise technology transformation, colleague/employee technology migrations, or M&A IT integration.
  • Proven ability to lead through influence and coordinate teams within a matrixed organization.
  • Strong knowledge and practical experience in:
    • Program and project governance
    • Integrated schedule management
    • Risk and issue management
    • Dependency management
    • Financial management
    • Executive reporting
    • Change and escalation management
  • Experience preparing and facilitating Steering Committee and executive-level discussions.
  • Ability to translate complex technical issues into clear business impacts, risks, options, recommendations, and decisions.
  • Experience using enterprise portfolio and project management platforms; Planview experience is strongly preferred.
  • Strong written, verbal, presentation, and stakeholder-management skills.
  • Ability to communicate effectively with technical teams, business stakeholders, PMO organizations, and senior executives.
  • Highly organized, self-directed, execution-focused, and comfortable driving accountability across geographically distributed teams.

Preferred Experience

  • Previous experience delivering M&A IT integration or separation programs.
  • Experience with enterprise colleague/employee migrations and workplace technology transformation.
  • Understanding of enterprise IT infrastructure, end-user computing, identity/access, collaboration platforms, and cybersecurity workstreams.
  • Experience coordinating migrations involving Microsoft 365, Teams, Email, OneDrive, and enterprise endpoint/device deployments.
  • Experience working within structured enterprise IT PMO and project governance frameworks.
  • Experience managing programs involving cybersecurity remediation, security policy compliance, and security monitoring capabilities.
