About This Position
This position sets direction for enterprise-wide information and physical security projects, strategies, policies, and compliance; provides subject-matter expertise and wide-scale problem resolution.
Job Description
Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Plans, designs, implements, and monitors risk mitigation and compliance of security measures, policies, and procedures.
- Manages response to high-level information security issues.
- Provides security program leadership in designing, procuring, and implementing secure IT solutions for enterprise-wide application and infrastructure related projects, including business continuity and disaster recovery plans.
- Develops, maintains, and publishes documentation for enterprise-wide IT security standards, procedures, and guidelines.
- Maintains awareness of security industry trends and identifies areas where existing information or physical security infrastructure requires change or development.
- Provides risk assessments and security briefings to advise on critical issues that may affect security of enterprise infrastructure or business processes.
- Performs computer security incident response to possible security breaches or policy violations.
- Performs information and physical security investigations.
- Develops security awareness and compliance training programs.
- Consults on projects or projects manage security implementations and development.

- Knowledge in networking, wireless, databases, applications, and system operations and how they interact with each other.
- Knowledge of enterprise information security systems and implementation.
- Knowledge of securing different types of systems.
- Knowledge of industry and department best practices, requirements and policies and procedures.

- Skill in analyzing and investigation of information security trends.

Minimum Qualifications
- Graduation with a bachelor’s degree from an accredited college or university with major course work in a field related to the job, plus four (4) years related experience.
- Experience may substitute for education up to four (4) years.
- Licenses and Certifications Required: None.
Preferred Qualifications
- Experience and Hands-On Identity Integration & Federation Expertise: Workday/ServiceNow integration, SAML/OIDC/OAuth2 configuration, SCIM/API provisioning life-cycle triggers, and integration monitoring.
- Experience with Provisioning Automation, Life-cycle Engineering, and IaC: Life-cycle management design, scripting, automation, CI/CD awareness, attribute mapping, provisioning rule maintenance.
- Experience with Identity Governance, Audit Support, and Compliance Operations: Access reviews, policy exception workflows, HIPAA/CJIS support, evidence preparation, trend analysis, documentation management.

Position Overview
The IT Security Consultant provides leadership in the design, implementation, and operation of enterprise Identity Governance and Administration (IGA) capabilities. This role will support the selection, integration, and administration of a new IGA platform and ensure strong life-cycle management, compliance, and access governance across the organization. The ideal candidate has hands-on experience with complex IAM integrations, automated provisioning workflows, federation technologies, and compliance-driven governance processes.
Position will be primarily remote, on-site presence required as operational & manager requests determine; occasional in-person work. Candidates will be required to address issues after hours and require one to reside within Texas.

Pay Range: $91,080.00 - $122,850.00
Critical Employee
This position has been designated as a Critical Employee. Critical Employees are considered necessary and vital and support activities that impact City or department operations. This work can be done while at a designated work site or while working at an alternate work location. Critical employees who are able to work at an alternative work location are required to do so. Schedules may be modified, and employees may be reassigned to another area during extraordinary situations or emergency conditions to provide essential services. (Employee will have to return to work site).
Travel
If you are selected for this position, and meet the Driver Safety Standards in the City of Austin Driver Safety Program, you may drive when necessary to multiple locations as part of your regular job duties. Otherwise, you are responsible for getting to and from these locations.
