The role partners with technology and business stakeholders to identify, assess, monitor, report, and mitigate technology risks while supporting compliance with enterprise policies, regulatory requirements, and industry best practices.

Technology Controls Office Role Profile
The TCO Europe Specialist is required to work closely with both the local and international technology, business, and governance teams by providing guidance on technology risk management, resilience, governance, regulatory requirements, and control effectiveness to minimise the risk exposure of TD Securities and TD Bank Group (TDBG) within Europe and globally.
The role supports the development and maintenance of a strong technology control environment through proactive risk identification, governance oversight, regulatory compliance activities, control assessments, audit coordination, resilience program, and executive reporting
Core IT Risk & Control duties and accountabilities
Technology Risk, Governance and Controls
Provide subject matter expertise and guidance on technology risk, governance, controls, operational resilience, and regulatory compliance. Support the identification, assessment, escalation, and management of technology risks, issues, and control gaps.
Review existing and proposed technology practices, processes, services, and control frameworks to identify opportunities to strengthen the control environment.
Support governance committees and management forums through risk reporting, metrics, dashboards, and management information.
Operational Resilience & Disaster Recovery
Support the governance and oversight of operational resilience and disaster recovery programs
Coordinate resilience testing, recovery exercises, simulation events, and lessons learned activities.
Assess compliance with enterprise resilience standards and applicable regulatory expectations.
Drive continuous improvement initiatives to strengthen resilience capabilities, recovery readiness, and testing maturity.
Regulatory Compliance, Audit & Governance
Support regulatory compliance initiatives, including DORA, Operational Resilience, EBA Guidelines, and other applicable technology risk requirements.

Coordinate responses to regulatory reviews, examinations, and information requests.
Support internal and external audits through stakeholder coordination, evidence gathering, issue management, and remediation tracking.
Monitor emerging technology, cybersecurity, resilience, and regulatory requirements and assess potential impacts to the organization.
Develop and track remediation plans for audit findings, regulatory actions, and identified control deficiencies.
Knowledge Sharing / Management
Promote the use of knowledge management processes and tools.
Share / leverage successful products, processes, and best practices across TD Bank Group (TDBG) Technology
Drive initiatives to proactively support knowledge sharing within the TDBG Technology organisation, business and corporate leadership teams.
Contribute to continuous improvement by leveraging quality improvement methodologies (Six Sigma, Voice of Customer, etc.)
Continuously enhance knowledge/expertise and keep current with industry trends and certifications.
Continuously enhance knowledge of the TD application, systems and infrastructure components that can contribute to effective service delivery.
Work with global colleagues to maintain a knowledge base of regulatory requirements and best practices.
Must haves – Experience & Knowledge
Experience in Technology Risk Management, Technology Controls, Technology Governance, or Operational Resilience within a financial services or regulated environment. Experience in developing and presenting technology risk, resilience, and governance reporting to senior management and executive forums.
Experience supporting audits, regulatory reviews, compliance activities, and remediation programmes. Experience supporting Disaster Recovery, Operational Resilience, Business Continuity, or Technology Resilience initiatives.
Experience supporting regulatory programmes and responses, including DORA, Operational Resilience, EBA Guidelines, ICT Risk Management, MiFID II, and other applicable regulatory frameworks.
Ability to identify, assess, manage, and communicate technology risks, issues, and control gaps.
Ability to work independently, manage competing priorities, and perform effectively in a dynamic environment. Experience in implementing guidelines, standards, and procedures.
Excellent written and verbal communication skills.
Strong problem solving and analytical skills.
Strong project management and team management skills
Nice to have - Experience & knowledge
Experience with Artificial Intelligence (AI) governance, risk management, and responsible AI frameworks.
Experience leveraging Microsoft Copilot, Copilot Studio, Copilot Agents, or other AI-enabled productivity and automation solutions.
Experience with Governance, Risk & Compliance (GRC) platforms and risk tooling.
Experience with cloud governance, cloud controls, and emerging technology risk.
Third-Party Risk Management, Outsourcing Risk, and ICT Supplier Oversight.
