Overview
The HS2 Old Oak Common (OOC) project is one of the most significant elements of the UK’s high-speed rail network, creating a major new super-hub station that will improve national connectivity — including faster, more reliable links between London, the Midlands and onward routes.
Anthro JV plays a key role in delivering the Mechanical, Electrical, Public Health (MEPH) and associated systems that will support the safe and efficient operation of this landmark transport interchange.
Job Summary
The ITP Manager is a key member of the Anthro JV Construction Assurance team, responsible for the management and control of Inspection and Test Plan (ITP) processes and associated assurance deliverables across the HS2 Old Oak Common (OOC) project.
The primary focus of the role is to establish, manage and maintain the ITP Register, SQRP Schedule and ITR Schedule, ensuring that all inspection, test and verification activities are planned, aligned and delivered in accordance with HS2 standards, BBVS Safe Work Instructions (SWIs), the Technical Assurance Plan and all applicable industry requirements.
The role is also responsible for leading the compilation of System and Quality Records Packs (S/QRPs), ensuring that assurance documentation is complete, accurate and structured to support progressive assurance and final handover.
Working collaboratively with system engineers, construction managers, the wider assurance team and the client, the ITP Manager ensures that assurance processes are effectively implemented, records are maintained within digital systems, and all works are demonstrably compliant and validated for handover.

Key Responsibilities

ITP Register Management
- Develop, implement and maintain the project ITP Register.
- Provide oversight and governance of all ITPs to ensure consistency, compliance and alignment with project requirements.
- Manage ITP status, revisions and approvals, ensuring accurate version control.
- Ensure alignment of ITPs with construction activities, commissioning strategy and assurance hold points.

SQRP Schedule Management
- Develop and maintain the System and Quality Records Pack (SQRP) Schedule.
- Define SQRP structure and requirements across all systems and work packages.
- Ensure alignment between SQRP deliverables, ITP requirements and ITR outputs.
- Monitor SQRP progress to support staged completions and handover.

Compilation Of S/QRPs
- Lead the compilation and coordination of S/QRPs across all systems.
- Ensure all required assurance records, certification and supporting documentation are included.
- Verify completeness and compliance of S/QRPs prior to submission.
- Support progressive assurance and final handover through structured documentation.

Stakeholder Coordination
- Liaise with system engineers, construction teams, assurance engineers and client representatives.
- Coordinate assurance activities with BBVS and other stakeholders.
- Participate in planning sessions, assurance reviews and progress meetings.

Assurance Integration
- Support the integration of ITP, ITR and SQRP processes within the wider Construction Assurance framework.
- Contribute to continuous improvement of assurance processes and digital workflows.
Person Specification
- Electrical / mechanical / Comms installation qualifications
- HND/ NVQ/ CQI or equivalent
- Strong understanding of ITP, ITR and Construction Assurance processes
- Experience managing registers and schedules within a construction environment
- Good construction / engineering industry knowledge
- Proficient in Microsoft Office and digital systems (e.g. Asite)
- Experience of managing quality and completions records
- Strong understanding of quality assurance principles and regulatory requirements
- Good organisational skills with the ability to manage multiple deliverables
- Effective communication skills, both written and verbal
- Ability to work independently and meet deadlines in a fast-paced environment
- Attention to detail and commitment to quality
- Suitable and demonstrable experience in a Quality Assurance / Construction Assurance role
- Experience managing assurance documentation, registers and schedules
