Job Description Summary
We have an exciting opportunity to join our Organisation Development (OD) and Human Resources (HR) Team as a HR Analyst — Job Evaluation Officer.
This is a key role supporting the development, maintenance and application of the Council's job evaluation framework, ensuring roles are evaluated fairly, consistently and in line with organisational values and behaviours. You will play an important part in promoting the Council as an employer of choice by supporting equitable pay and grading arrangements across the organisation.
Reporting to the Policy, Projects and Industrial Relations Manager, you will work collaboratively with colleagues across the organisation and with external customers. You will provide a comprehensive, professional job evaluation service, offering expert advice and guidance on:
- Job description content and role design.
- Job evaluation methodologies and scheme application.
- Evaluation outcomes and appeals.
The postholder will be responsible for undertaking job evaluations and managing appeals to ensure equitable and consistent remuneration across the Council, supporting compliance with equal pay and employment legislation.
We're looking for someone with the skills, knowledge and experience to operate confidently in a job evaluation environment. You will have:
- A Level 3 qualification in an OD/HR-related subject or well-developed experience working within a job evaluation setting.
- Knowledge and experience of maintaining and applying job evaluation schemes.
- Sound knowledge of job description writing, organisational structure design, and HR policies and procedures.
- A good understanding of equal pay and employment legislation.
- Strong communication skills, with the ability to provide clear, professional advice to a range of stakeholders.

Role and Purpose
To provide a professional job evaluation service to officers across the Council and to external customers of OD & HR. To provide advice and guidance on how posts fit within structures, and the required contents of Job Descriptions. To provide a pay and grading service to Senior Management and Partnerships contributing to the achievement of the Council’s resourcing needs.
Principal Accountabilities
- Assists in the promotion and implementation of the job evaluation process. Deals with evaluations, re-evaluation applications and appeals to achieve equitable and consistent remuneration throughout the Council.
- Monitor and maintain quality standards and contribute to the development and implementation of the Council’s pay strategy and structure. Undertakes research to ensure the council and partnership organisations remain attractive as a mainstream employer.
- Provide a professional, high level responsive and effective advisory service to Senior Managers and Partnerships on job evaluation, pay and grading, structure issues to meet service requirements and to ensure equal pay risks are managed and minimised.
- Maintain effective working relationships with trade union officials and ensure that meaningful communication takes place to address appropriate issues and ensure a good industrial relations climate is maintained.
- Assist in the development, promotion and implementation of the Council’s pay and grading related policies. Take action to increase Senior Managers’ and partnership awareness and understanding of the Council’s pay and grading related policies and to equip them with the skills to implement the policies effectively, including through the development and delivery of practical workshops and briefings.
- Positively represent OD & HR at meetings as required.
- Assist with development of the OD & HR team and its staff to achieve agreed objectives and maintain the level of professional expertise to meet the current and future needs of the Council.
- To provide a comprehensive, professional Job Evaluation resource support to, and represent, the service on pay and grading related issues as directed.
- To assist the Chair and provide specialist advice, to the Job Evaluation Panels as required to include all aspects of panel administration and participation in the Job evaluation panel process ensuring that panel members are provided with expert advice in order to achieve equitable and consistent remuneration throughout the Council. Communicates Panel decisions and the rationale behind the decision to the Assistant Directors and other appropriate managers.
