Junior Tendering Engineer
Reporting to: Bid Manager
Business Unit: Renewables England
Role Purpose
Working under the guidance of the Bid Manager, the Junior Tendering Engineer will support the preparation of detailed bid and tender submissions for large-scale Renewable energy and high voltage electrical infrastructure projects.
Responsibilities & Duties
Including but not limited to the following:
- Responsible for supporting the Bid Manager in the production of project pricing and tender submissions for turnkey renewable energy and electricity substation projects.
- Work closely with bid, engineering, procurement, and delivery teams to support the development of compliant and competitive tender submissions.
- Attend internal pre-tender meetings, capture key actions, and ensure requirements are communicated to relevant stakeholders.
- Support the review of customer tender documentation, specifications, and drawings to identify scope requirements, risks, assumptions, and commercial considerations.
- Assist in the preparation of detailed Bills of Quantities (BoQs), quantity take-offs, and cost models using Omexom’s Excel-based estimating tools.
- Support the review of renewable energy project layouts, cable routing drawings, civil layouts, and single line diagrams to understand project scope and cost impacts.
- Assist in the preparation of Requests for Quotation (RFQs) to suppliers and subcontractors, including relevant specifications, drawings, and scope requirements.
- Monitor RFQ issue and return dates, collate supplier quotations, and maintain accurate records for tender evaluation purposes.
- Assist in the commercial and technical comparison of supplier and subcontractor quotations for inclusion within tender submissions.
- Support the development of project allowances, construction methodologies, and resource plans for renewable energy and substation projects.
- Assist with the preparation of tender assumptions, qualifications, exclusions, and clarification registers.
- Contribute to tender risk and opportunity reviews and assist with the maintenance of project risk registers under the guidance of the Bid Manager.
- Assist the Bid Manager in identifying value engineering opportunities to improve project competitiveness while maintaining compliance with customer requirements.
- Support the collection and maintenance of historical cost data, estimating norms, and market pricing information to improve future tender accuracy.
- Support the monitoring of market trends, supply chain developments, and material pricing that may influence project costs and delivery strategies.
- Attend post-tender meetings with customers and internal teams to support tender presentations, clarifications, and value engineering discussions.
- Assist with tender revisions following customer and supplier feedback and support the completion of all tender documentation prior to submission deadlines.
- Support the preparation of technical submission documents, methodology statements, and responses to customer tender questionnaires covering technical, quality, health & safety, environmental, and project delivery requirements.
- Accompany the Omexom team on site visits, and project surveys to develop an understanding of project requirements, construction constraints, and client expectations.
- Collate, maintain, and back up tender documentation, pricing records, and audit trails within Omexom systems.
- Attend project handovers for successful tenders and support the transfer of tender assumptions, risks, pricing information, and key documentation to delivery teams.
- Maintain awareness of renewable energy technologies, grid connection requirements, and relevant industry standards to support ongoing professional development.
- Develop an understanding of NEC, FIDIC, and other forms of contract commonly used within the renewable energy and power sectors, with support from the Bid Manager and wider commercial team.

Person Specification
Qualifications and experience
It is essential that the role holder is a commercially focused self-starter with the enthusiasm, motivation, and initiative to succeed in this role. The role holder must also possess:
- Understanding of Microsoft Excel with demonstrable application.
- Excellent communication skills combined with the analytical and problem-solving skills to reach realistic workable solutions.
- Experience in an Estimating or similar commercial/sourcing role preferred.
- HV electrical or similar electrical industry experience preferred but not mandatory.
- Ability to work as part of a team and independently with guidance.
- Awareness of commercial terms and conditions and the impact they would have upon project delivery (i.e. FIDIC and NEC) preferred.
- Able to work to tight tender submission deadlines with supervision and can demonstrate ability to work under pressure.
- Logical and rational thinker.
- Keen to develop/grow within the Proposal based roles, taking on additional responsibilities and duties with experience.
- Flexible based role with a limited amount of travel to pre-tender and post-tender meetings throughout the UK.
- An ability to work closely and effectively with the Tendering Team and the local project team to achieve challenging targets.
- Adaptability to succeed within a demanding business.
- Take an active role in personal development to increase knowledge of renewable energy technologies, electricity infrastructure, estimating processes, contract forms, and industry standards.
