The Land Manager
The Land Manager will support the day-to-day planning, coordination and delivery of survey access activities across the Wylfa development programme, reporting to the Head of Land, Property and Facilities Management.
Working alongside GBE-N's external land agents, the postholder will help secure and manage access arrangements required for environmental, ecological, archaeological, geotechnical, utilities, ground investigation, topographical and engineering surveys.
The role will coordinate day-to-day engagement between GBE-N, landowners, occupiers, tenants, agents, contractors, professional advisers and project teams, helping to ensure access is secured safely, lawfully and in line with agreed programmes and commitments.
This is a delivery-focused role requiring strong stakeholder engagement, effective relationship management and the ability to anticipate and resolve access constraints. The successful candidate will help maintain GBE-N's reputation as a responsible developer while supporting the timely delivery of a nationally significant energy infrastructure project.
Accountabilities & Responsibilities
Survey Access Management
- Prepare and maintain land access schedules, plans and trackers, with a clear record of status, conditions, dependencies, risks and next actions.
- Arrange site visits, landowner meetings, pre-entry briefings and access logistics, including gates, routes, livestock, crops, biosecurity, working hours and sensitive receptors.

- Act as a principal day-to-day contact for specific landowners, occupiers, tenants, farmers and their agents.
- Respond to enquiries, concerns and complaints promptly, accurately recording commitments and ensuring actions are closed out.
Land, Condition & Reinstatement
- Monitor compliance with access agreements, licence conditions, agreed routes, working methods and landowner-specific requirements.
- Support negotiations relating to temporary access, licences, easements, wayleaves and other land rights required for development activity.
Project Controls, Risk & Governance
- Ensure external land agents are maintaining complete, accurate and auditable records of correspondence, agreements, plans, consents, notices, conditions, payments and stakeholder commitments.
- Provide regular, concise reporting on access progress, upcoming requirements, key risks, decisions and mitigation actions.
Wider Land Management Support
- Support external land referencing, title and occupation enquiries and the review of plans, ownership information, legal agreements and property records.
- Prepare briefing notes, reports, presentations and recommendations for senior management and project governance forums.
Knowledge, Skills and Experience required
Essential
- Practical experience in land management, surveying, property, utilities, infrastructure, environmental consultancy or another relevant field with transferable skills applicable to stakeholder engagement, access management and project delivery.
- Experience of engaging directly with landowners, occupiers, farmers, tenants and professional agents, including sensitive or contested matters.
- Working knowledge of land access permissions, licences, easements, wayleaves and other property rights relevant to surveys and investigations.
- Ability to plan and control a portfolio of access cases, prioritise competing requirements and maintain accurate records to deadline.
- Clear and empathetic communication skills, with the ability to explain technical activities in practical terms.
- Ability to read and interpret plans, land ownership information, legal agreements, survey scopes and contractor documentation.
- Competence in Microsoft Office applications and experience of using case-management, stakeholder, property or geographic information systems.
- Ability to travel regularly to sites across the development area. A full UK driving licence may be advantageous for this role; however, reasonable adjustments and alternative travel arrangements will be considered where appropriate.

Desirable
- Experience supporting land access on a major infrastructure, energy, utilities or nationally significant infrastructure project.
- Understanding of rural land use, agriculture, biosecurity and the practical effects of survey activity on farms and estates.
- Experience of land referencing, serving notices, preparing records of condition, managing reinstatement or supporting compensation matters.
- Knowledge of statutory survey access powers, compulsory purchase and the Development Consent Order process.
- Experience of procuring, instructing or managing external land agents and specialist advisers.
- Welsh language capability or experience of working within the Welsh legislative, cultural and stakeholder context.
Qualifications
- Degree in Rural Estate Management, Land Management, Real Estate, Property Management, Surveying or a related discipline, or demonstrable equivalent professional experience.
