About The Role
As L&D/OD Team Manager, you will lead and shape a coordinated, inclusive and high-quality learning and organisational development offer that supports colleagues across the Council to build the skills, confidence and capability needed to deliver excellent services for our communities.
Working as part of the People Services Management Team, you will provide strategic and operational leadership for the Learning and Development and Organisational Development service, while contributing to the wider leadership, management and continuous improvement of People Services. This will include working with the Head of People Services and management colleagues to shape service priorities, support change, manage performance and ensure the service continues to meet the Council’s requirements and standards.
You will lead the team to design, commission, deliver and evaluate practical, accessible and value-for-money learning and development solutions. This will include statutory, safeguarding, professional, technical, behavioural and leadership development, using blended learning approaches, digital solutions and external expertise where this adds greatest value.
A key part of the role will be working collaboratively with senior leaders, managers, trade unions, partner organisations and external providers to understand workforce, learning and organisational development needs and translate them into effective programmes, projects and initiatives. You will also support leadership and talent development, succession planning, apprenticeships, career pathways, coaching, profiling, team effectiveness and wider organisational development activity.
You will oversee service performance, quality assurance, budgets and resources, prepare reports for senior boards and committees, and ensure the Council’s investment in learning and organisational development delivers clear outcomes for services, employees and communities.

About You
To apply for this post, you must be able to evidence in your application how you meet the following criteria:
- Relevant degree or professional/management qualification, or demonstrable equivalent experience.
- Experience of leading and managing a learning and development service within a large and/or complex and changing organisation.
- Experience of designing, commissioning, trading and delivering development activities that meet the needs of a diverse organisation and its partners.
- Extensive knowledge of learning and development best practice and its practical application within the organisational context.
- An understanding of project management principles and the current/future operating context for local government.
- Experience of leading on complex learning and development projects and programmes, and of handling conflicting priorities within a diverse and demanding workload.
- Excellent customer and stakeholder management, influencing and relationship-building skills.
