Lead Business Analyst – Integrated Test Facility / Resilience Strategy

Contract: 4+ months
Location: Flexible, access to London is beneficial
Clearance: CTC required

We’re looking for a senior Lead Business Analyst to support a major organisation in defining its future Integrated Resilience Strategy, covering Testing, Disaster Recovery, Hosting and Data Centre services.

The existing Integrated Test Facility (ITF) has been in place for many years and is increasingly constrained by ageing infrastructure and changing technology requirements. The focus is now shifting away from a like-for-like replacement towards understanding what the future testing, resilience and DR capability needs to look like.

The Role

You’ll operate in a complex environment where current-state information is incomplete. You’ll bring structure to ambiguity, challenge assumptions, engage senior stakeholders and turn analysis into a clear strategic direction and actionable plan.

Key responsibilities include:

  • Establish the current testing, hosting and resilience baseline and identify gaps.
  • Define future business, operational and technology requirements.
  • Assess physical, virtual and hybrid options for future testing capability.
  • Develop service segmentation and future-state operating principles.
  • Assess how Testing, DR, Hosting and Resilience should work together.
  • Map dependencies across wider technology programmes and initiatives.
  • Lead/support supplier RFI and market engagement activity.
  • Develop evaluation criteria and support supplier assessment.
  • Produce strategic recommendations, implementation roadmap and executive-level outputs.
  • Assess the case for a future Integrated Test Facility, including scope, delivery model and indicative cost envelope.

Experience Required

  • Senior Lead/Principal Business Analyst or Strategy Consultant experience.
  • Strong background across infrastructure, hosting, technology transformation and resilience/DR.
  • Experience developing strategy and recommendations in complex enterprise environments.
  • Comfortable working with incomplete or evolving information and creating structure from ambiguity.
  • Strong senior stakeholder engagement and workshop facilitation skills.
  • Experience with RFI/RFP, supplier engagement and market evaluation.
  • Ability to translate stategy into a practical delivery roadmap.
  • CTC clearance held.
