Role Overview
Thirteen Group is on the lookout for a Lead Commercial Surveyor to join our Investment Delivery team.
As our Lead Commercial Surveyor, you'll take the lead on the commercial management of our investment programmes, helping us invest in homes and communities while achieving the best possible value for money. Working with colleagues and partners across the business, you'll provide expert commercial leadership across procurement, contract management, cost control and risk, to support successful project delivery.
This is a roam role, so you’ll work from home and at least two days a week from our fantastic office at Hudson Quay in Middlesbrough. We’ll need you to be flexible around business and team need, so you may need to come into the office more frequently when required.

Key Responsibilities
- Lead the commercial performance of investment projects, ensuring robust cost control and value for money.
- Manage programme budgets, cashflows and contractor accounts, including valuations, variations and final accounts.
- Lead procurement activities, from tendering and contract award through to supplier engagement.
- Provide commercial oversight of contractor performance, ensuring contractual compliance and successful project delivery.
- Manage commercial risks, claims and disputes while maintaining compliance with contractual and regulatory requirements.
- Drive continuous improvement by identifying opportunities to enhance commercial efficiency and performance.
- Support and manage a team of three, helping colleagues develop and succeed. This could be an ideal opportunity for someone who has taken ownership of programmes, projects or key commercial processes and is looking to step into their first people leadership role.
About You
You’ll have extensive quantity surveying experience within the built environment, housing, property investment or commercial construction sectors.
- Hold a HNC in Quantity Surveying (or equivalent), such as Building Studies, Project Management, or the Built Environment.
- Strong expertise in cost forecasting, budget management, commercial reporting and contract administration.
- Excellent knowledge of JCT contracts, procurement processes and commercial risk management.
- A fantastic communicator with strong negotiation, influencing and relationship-building skills.
- You’ll have a full UK driving licence and be willing to travel across the Group's operating area as required.
