Lead Delivery Manager – Digital Transformation (Public Sector & Consultancy)
Permanent | Full Time | Remote-First (UK Travel Required)
Are you an experienced Senior Delivery Manager with a strong public sector and consultancy background? Do you thrive on leading complex digital transformation programmes that deliver real user value and measurable business outcomes?
We’re looking for a highly capable delivery leader to drive the successful delivery of large-scale digital services and platforms, working with multidisciplinary teams, senior stakeholders, and public sector clients across the UK.
This is a remote-first role, offering flexibility alongside meaningful national impact.
The Role
As Lead Delivery Manager, you’ll take ownership of end-to-end delivery across complex digital programmes, balancing governance, quality, commercial accountability, and team empowerment. You’ll shape delivery vision, ensure outcomes are achieved, and continuously improve how digital services are delivered.
You’ll be a trusted client partner, a confident commercial leader, and a people-focused manager who brings out the best in high-performing delivery teams.

Key Responsibilities
Delivery Leadership & Excellence
- Define and communicate a clear delivery vision, ensuring successful outcomes for clients and stakeholders
- Establish success measures beyond time, cost, and scope, focusing on user value and impact
- Own commercial performance, including profitability, forecasting, revenue, WIP, staffing, and reporting
- Proactively manage risks, resolve delivery challenges, and exceed client expectations
- Build, motivate, and lead high-performing multidisciplinary teams with clear goals and regular feedback
- Oversee resourcing, onboarding, and act as an escalation point for delivery or people-related issues
- Develop strong, collaborative relationships with clients, partners, and third-party suppliers
Governance, Risk & Quality
- Implement robust delivery governance frameworks and quality standards
- Partner with assurance teams on health checks, risk reviews, and remediation actions
- Ensure compliance with data security, confidentiality, and non-disclosure requirements
Business Development & Client Growth
- Work closely with Sales and Account teams to identify new opportunities and shape compelling solutions
- Contribute to bids, proposals, and client growth strategies
- Promote delivery success through case studies, awards, and thought leadership
- Take accountability for contracts, commercials, and risk management

Essential Experience & Background
- 5+ years delivering complex, technology-led digital programmes using agile methodologies
- Strong consultancy experience, including public sector or government clients
- Proven governance expertise, managing £1m+ budgets and reporting to senior stakeholders
- Demonstrated success in client account growth and business development
- Experience in sectors such as government, healthcare, or technology
- Accountability for contracts and commercial delivery
- Ability to make confident decisions in high-pressure delivery environments
Desirable Experience
- Leading distributed, multi-supplier agile teams
- Knowledge of user research, analytics, UX, and service design
- Evidence of securing significant follow-on or repeat business
- Recognition for thought leadership or delivery innovation
- Relevant Project or Programme Management certification (e.g. PRINCE2, MSP, SAFe, Agile)
