Lead Internal Quality Assurer – Health & Social Care

Job Role
Welfare Academy is seeking an experienced Lead Internal Quality Assurer (IQA) to maintain and improve the quality of assessment across our Health & Social Care programmes.
The post holder will lead internal quality assurance, sampling, standardisation, assessor development, and quality monitoring to ensure assessment decisions are consistent, fair, valid, reliable, and compliant with awarding organisation and Welfare Academy requirements.
This is a Zero-Hours Contract position, with work allocated according to learner numbers, assessment activity, programme requirements, and quality assurance needs.
Key Responsibilities
Quality Assurance & Compliance
- Lead and complete IQA activities across Health & Social Care programmes.
- Develop and implement effective sampling plans.
- Sample learner work, assessment decisions, feedback, observations, and supporting evidence.
- Ensure assessment decisions are valid, reliable, fair, authentic, and sufficient.
- Monitor compliance with awarding organisation requirements and Welfare Academy policies.
- Identify quality risks and implement appropriate actions.
- Maintain accurate IQA records and audit trails.
- Support awarding organisation audits, EQA activity, inspections, and quality reviews.
Sampling & Standardisation
- Conduct risk-based sampling across tutors, assessors, learners, units, and assessment methods.
- Review assessment decisions against qualification criteria and assessment requirements.
- Identify inconsistencies and recommend corrective action.
- Lead and participate in tutor and assessor standardisation meetings.
- Identify and share good practice.
- Challenge generic, insufficient, or inappropriate tutor feedback constructively.
- Monitor the quality of learner feedback, including spelling, grammar, punctuation, and academic presentation.
- Ensure feedback clearly explains how learners can improve and meet assessment requirements.
Health & Social Care Quality
- Quality assure evidence relating to Health & Social Care practice, including safeguarding, duty of care, person-centred care, medication, infection control, moving and handling, health and safety, communication, equality and diversity, and professional development.
- Review workplace observations, professional discussions, witness testimonies, and supporting evidence where applicable.
- Ensure observations clearly demonstrate the required assessment criteria.
- Ensure learner evidence is authentic, sufficient, relevant, and appropriately mapped to the assessment criteria.
- Maintain current knowledge of Health & Social Care legislation, regulations, and professional standards.
Tutor & Assessor Development
- Provide constructive developmental feedback following IQA sampling.
- Coach and support tutors and assessors to improve assessment practice.
- Identify recurring weaknesses and recommend appropriate training.
- Support new tutors and assessors with Welfare Academy quality expectations.
- Contribute to standardisation and staff development activities.
- Professionally challenge assessment decisions where evidence does not meet requirements.

Learner Progress & Quality Monitoring
- Monitor learner progress, achievement, retention, and timely completion.
- Identify learners at risk of delayed achievement.
- Review trends in assessment, resubmission, achievement, and withdrawal.
- Work with academic and learner support teams to recommend appropriate interventions.
- Monitor assessment turnaround times and internal deadlines.
- Review learner feedback and complaints relating to teaching and assessment.
Reporting & Quality Improvement
- Maintain accurate sampling plans, IQA reports, action plans, and quality records.
- Produce regular quality reports for management.
- Identify trends, risks, and areas for improvement.
- Contribute to Self-Assessment Reports (SAR) and Quality Improvement Plans (QIP).
- Support the development and review of assessment and quality assurance policies.
- Monitor completion of quality improvement actions.
Safeguarding, Equality & Inclusion
- Promote safeguarding and learner wellbeing.
- Maintain awareness of Prevent responsibilities.
- Promote equality, diversity, inclusion, and fair assessment.
- Support inclusive assessment practices and reasonable adjustments where appropriate.
- Escalate safeguarding and learner welfare concerns in accordance with Academy procedures.
Person Specification
Essential Qualifications
- Recognised IQA qualification, such as Level 4 Award in Internal Quality Assurance Processes and Practice, or equivalent.
- Relevant teaching/assessing qualification such as AET, CET, DET, TAQA, CAVA, or equivalent.
- Level 2 English and Mathematics or equivalent.
- Relevant Health & Social Care qualification, preferably Level 5 or above.
Essential Experience
- Significant experience in Health & Social Care assessment and internal quality assurance.
- Experience of sampling learner work and assessment decisions.
- Experience conducting standardisation activities.
- Experience supporting and developing tutors or assessors.
- Experience working within Health & Social Care, adult care, vocational education, further education, or work-based learning.
- Experience reviewing workplace observations, professional discussions, witness testimonies, and learner evidence.
- Experience working with awarding organisations and/or external quality assurance processes.
- Experience using e-portfolio or learner management systems.
Essential Knowledge
- Strong understanding of IQA principles and processes.
- Knowledge of Health & Social Care vocational qualifications.
- Understanding of assessment validity, reliability, authenticity, sufficiency, and fairness.
- Knowledge of sampling and standardisation.
- Understanding of safeguarding, Prevent, equality, diversity, and inclusion.
- Knowledge of relevant Health & Social Care legislation and professional standards.
- Understanding of awarding organisation quality requirements.
- Awareness of Ofsted and wider education and training quality expectations.

Contract & Working Arrangements
- Contract: Zero-Hours Contract

- Location: Home-Based / Remote with travel where required
- Working Pattern: Flexible / As Required
- Hours are not guaranteed and will be offered according to learner numbers, assessment activity, programme requirements, and IQA workload.
- The successful candidate must be able to meet agreed sampling, reporting, and quality assurance deadlines.
