South Yorkshire Mayoral Combined Authority is seeking a skilled and analytical Lead Outcomes Analyst to join the Insight Team. This is an exciting opportunity to play a leading role in developing how SYMCA measures progress against its long-term ambitions, helping to ensure that investment and activity across the organisation delivers meaningful outcomes for people, places and businesses across South Yorkshire.
As Lead Outcomes Analyst, you will take responsibility for the development, maintenance and reporting of SYMCA’s outcomes framework. Working at the heart of organisational planning and performance, you will provide senior leaders with the insight they need to understand progress, identify opportunities for improvement and make evidence-based decisions.

- Significant experience of developing performance indicators and outcomes-focused performance frameworks, with a strong understanding of how they contribute to organisational decision-making
- Experience of using logic models or theories of change to support the design of outcomes-focused performance frameworks
- Experience in applying advanced analytical techniques and statistical methodology to draw meaningful insights and support organisational decision-making.
About The Role
As Lead Outcomes Analyst, you will lead the development and continuous improvement of SYMCA’s approach to outcomes reporting, ensuring the organisation has robust measures in place to understand the impact of its work and track progress against strategic priorities.
You will work closely with colleagues across the organisation to develop and maintain outcomes frameworks, establish meaningful performance measures, and ensure targets are aligned with organisational priorities, business planning and Integrated Settlement requirements. You will also help strengthen the connection between performance, finance and programme delivery, providing a clear picture of how investment contributes to outcomes.

A key part of the role will be producing high-quality reporting and analysis for senior audiences, including the Executive Leadership Board, Performance Board, MCA Board and Government. You will use data from a wide range of sources to provide insight into performance and long-term outcomes, helping to shape policy, planning and investment decisions.
You will also lead a small team of analysts, supporting their development while promoting high standards in data quality, governance, reporting and analytical practice. Working collaboratively with colleagues across performance, finance, programme delivery and digital services, you will help drive continuous improvement in how organisational performance and impact are measured and understood.
About You
You are an experienced analyst with a strong understanding of outcomes frameworks, performance measurement and strategic reporting. You enjoy turning complex data into clear, actionable insight and are passionate about helping organisations use evidence to improve decision-making and deliver better outcomes.
You will bring:
- Experience developing and managing outcomes frameworks, performance indicators or evaluation approaches.
- Strong analytical skills, including the ability to interpret complex data and identify meaningful trends and insights.
- Experience using Power BI or similar tools to create impactful dashboards, reports and visualisations.
- Knowledge of logic models, theories of change or other outcomes-focused approaches.
- Experience leading or developing teams and supporting analytical capability.
- Strong communication skills, with the ability to explain complex findings to both technical and non-technical audiences.
- Experience of data quality, governance and assurance processes.
- Excellent stakeholder management skills and the ability to work effectively with colleagues at all levels, including senior leaders.
You will be a strategic thinker with excellent attention to detail, strong problem-solving skills and a collaborative approach. Most importantly, you will be passionate about using data and insight to demonstrate impact, improve performance and support the delivery of South Yorkshire’s long-term ambitions.
