Prudential Policy Directorate

The Prudential Policy Directorate (PPD) is responsible for designing, negotiating internationally and implementing effective prudential regulation in order to remove or reduce systemic risks, promote the safety and soundness of PRA-regulated firms and ensure appropriate protection for insurance policyholders. PPD supports both the Prudential Regulation Committee and Financial Policy Committee in fulfilling their objectives.

The Prudential Framework Division

The Prudential Framework Division promotes financial stability and resilience in a changing world by working with others to deliver world-class banking prudential policy and thought leadership.

We do this by shaping, maintaining the integrity of, and explaining the capital frameworks, macroprudential toolkit, liquidity policy, FSCS protection and regulatory perimeter, including considering innovation. The Division plays an active role in policy development, implementation, evaluation, and horizon scanning. It works closely with colleagues across the Bank and with external stakeholders. Analysis and research are undertaken across the Division to ensure that the Bank remains at the forefront of the intellectual debate on prudential policy.

Liquidity Policy Team

This role will sit in the Liquidity Policy Team. The team is recognised internationally for its thought leadership in prudential liquidity regulation and places a high value on rigorous analysis, intellectual curiosity and evidence-based policy. Its work has a direct impact on firms, markets and financial stability in the UK and internationally.

The team works closely with colleagues across the Bank, including Supervision, SRS, Markets, and Legal. As key prudential standards are developed internationally, the team also engages directly with overseas authorities and international bodies, including the Basel Committee on Banking Supervision.

Job Description

This is a permanent opportunity for a Lead Policy Analyst at Scale F within the Liquidity Policy Team. The roleholder will play a key role in the design and delivery of liquidity policy at the Bank of England, leading policy development across a range of high-profile issues and contributing directly to externally visible policy outputs and senior-level decision-making.

The role offers the opportunity to shape prudential liquidity policy, develop technical expertise and contribute to domestic and international policy discussions. The successful candidate will work closely with colleagues across the Bank and with external stakeholders to develop evidence-based policy solutions to complex prudential issues.

Near-term priorities for the team include finalising the PRA's policy statement following the feedback on the consultation paper on modernising the liquidity framework in the wake of the March 2023 banking turmoil. Looking forward the team is developing analysis and policy proposals relating to the accounting treatment of liquid assets, including with unrealised losses attached and their interaction with the liquidity and wider prudential frameworks. Also contributing to implementation of relevant international standards, including the Basel standard for the prudential treatment of cryptoassets. The role will also involve contributing to international policy discussions, including Basel liquidity policy work.

Role Responsibilities

The role will include:

  • Leading policy development across a range of liquidity policy issues, producing analysis and recommendations to support senior decision-making, policy implementation and external policy outputs.
  • Drafting policy papers, consultation and publication material, briefing notes and submissions, and communicating complex issues clearly to specialist, non-specialist and senior audiences.
  • Leading engagement with internal and external stakeholders, building effective relationships, navigating differing perspectives and influencing policy outcomes.
  • Contributing to the development, implementation and evaluation of liquidity policy, including analysing complex issues, assessing policy options and supporting the delivery of policy outcomes.
  • Using quantitative analysis alongside policy judgement and qualitative evidence to inform policy development, including working with regulatory and other relevant data, assessing the quality and limitations of evidence, developing and challenging analytical approaches, and translating findings into practical policy conclusions.
  • Managing multiple workstreams, balancing competing priorities and delivering high-quality outputs to demanding deadlines while working collaboratively across organisational boundaries.
  • Contributing to the continued development of the team's technical and analytical capability.

Role Requirements

Minimum Criteria

  • Analytical capability, including experience of analysing complex policy, regulatory or financial-sector issues, applying quantitative and qualitative analysis, and developing evidence-based recommendations.
  • Ability to work effectively with colleagues from different disciplines and backgrounds to solve problems and deliver outcomes.
  • Ability to communicate complex issues clearly and concisely, both in writing and verbally.

Essential Criteria

  • Ability to use and interpret data and other information, draw clear conclusions, and present findings in a clear and accessible way to support policy development and decision-making.

  • Strong stakeholder management and influencing skills, including the ability to build consensus, navigate differing perspectives, and engage effectively with senior stakeholders.

  • Experience of developing, implementing or advising on policy, regulatory, supervisory, markets, risk or related initiatives.

  • Demonstrable ability to prioritise effectively, manage competing demands and deliver high-quality outputs to demanding deadlines.

  • Ability to develop technical expertise and apply it to influence policy development, decision-making or broader organisational thinking, particularly in complex or uncertain situations.

  • Ability to understand how individual policy issues contribute to wider prudential, financial stability and organisational objectives.

Desirable Criteria

  • Knowledge of prudential regulation, financial stability issues, banking business models, or prudential supervision.
  • Experience of international policy development or engagement with international standards.
  • Experience of working on issues involving significant uncertainty or evolving regulatory frameworks.
  • Good understanding of liquidity, capital, markets, payments, or other prudential risk frameworks.

Salary and Benefits Information

We encourage flexible working, part time working and job share arrangements. Part time salary and benefits will be on a pro-rated basis as appropriate.

Salary circa £50,320 - £56,000. In addition, we also offer a comprehensive benefits package as detailed below:

  • Currently a non-contributory, career average pension giving you a guaranteed retirement benefit of 1/80th of your annual salary for every year worked. There is the option to increase your pension (to 1/65th) or decrease (to 1/105th) in exchange for salary through our flexible benefits programme each year. The Bank has the discretion to vary standard accrual rates and dial up and dial down rates at any time and to withdraw dial up and dial down options at any time.
  • A discretionary performance award based on a current award pool.
  • An 8% benefits allowance with the option to take as salary or purchase a wide range of flexible benefits.
  • 26 days' annual leave with option to buy up to 12 additional days through flexible benefits.
  • Private medical insurance and income protection.

National Security Vetting Process

Employment in this role will be subject to the National Security Vetting clearance process (and typically can take between 6 to 12 weeks post offer) and the passing of additional Bank security checks in accordance with the Bank policy.
