Learning and Development Manager

Remote/Hybrid

Today Tracsis is a leading provider of software, hardware, data analytics/GIS and services for the rail, traffic data and wider transport industries. The Group has c.550 permanent employees serving its growing customer base from offices in the UK, Ireland and the US.

The Role

At Tracsis, we believe that learning is a key driver of individual growth, organisational capability and business success. We're looking for a Learning and Development Manager to lead the design, delivery and continuous improvement of our learning and development strategy.

This is an exciting opportunity to shape how learning is experienced across the organisation, from career pathways and leadership development to apprenticeships, AI literacy and mandatory training. Working closely with colleagues across the business, you'll help build an inclusive learning culture that supports career progression, future skills and high performance.

This role combines strategic thinking with hands-on delivery, making it ideal for someone who enjoys influencing long-term direction while also ensuring great day-to-day execution.

What you will do

Learning & Development Strategy

  • Develop and deliver a learning and development strategy aligned to business priorities and future workforce needs.
  • Build a culture of continuous learning, knowledge sharing and development.
  • Partner with leaders, managers and subject matter experts to identify capability needs and development opportunities.

Learning Management System (LMS)

  • Lead the ongoing development, optimisation and administration of the Learning Management System.
  • Ensure learning records, reporting and dashboards provide meaningful insight into compliance, participation and learning impact.
  • Curate and develop engaging learning content, resources and programmes.

Career Pathways & Capability Development

  • Design and embed clear career pathways and development frameworks across the organisation.
  • Support talent development, internal mobility and succession planning initiatives.
  • Create learning solutions that build technical, professional, leadership capability.

Leadership & Management Development

  • Design, deliver and evaluate leadership and management development programmes.
  • Use data, feedback and organisational priorities to identify development needs and measure impact.
  • Support managers and leaders in building confidence and capability.

Mandatory Training & Compliance

  • Own and manage mandatory training programmes, ensuring compliance with legal, regulatory and internal requirements.
  • Monitor completion rates and work with stakeholders to address gaps.
  • Evaluate effectiveness and continuously improve learning delivery.

Early Careers & Apprenticeships

  • Lead Tracsis' early careers strategy, including apprenticeships, graduates, placements and internships.
  • Manage apprenticeship levy planning, utilisation and governance.
  • Partner with managers, Talent Acquisition and external providers to attract, develop and retain emerging talent.
  • Create structured development journeys and support programme participants throughout their learning experience.

AI Literacy & Future Skills

  • Support colleagues in developing confidence in the responsible use of AI and emerging technologies.
  • Create or source practical learning resources to encourage safe, effective and ethical adoption of AI tools.
  • Promote trusted ways of working, including critical thinking, human oversight and information security.

Continuous Improvement & Data

  • Use learning data, feedback and evaluation to measure effectiveness and identify opportunities for improvement.
  • Develop leading and lagging measures that demonstrate the impact of learning activity across the organisation.
  • Ensure learning programmes remain accessible, inclusive and aligned with organisational values.

What We're Looking For

We're interested in hearing from people who can demonstrate:

  • Significant experience in Learning and Development within a complex or multi-site organisation.
  • Experience designing and implementing career pathways, development frameworks or capability programmes.
  • Experience managing or administering Learning Management Systems and learning technology.
  • Knowledge of apprenticeships, apprenticeship levy management and early careers programmes.
  • Experience developing leadership and management capability.
  • Strong stakeholder management and influencing skills, with the ability to build effective relationships at all levels.
  • Excellent organisation and project management skills, with the ability to balance multiple priorities.
  • The ability to use data and insight to evaluate effectiveness and drive improvement.
  • Awareness of responsible AI adoption and the role learning plays in supporting organisational change.
  • A CIPD qualification, learning and development qualification, coaching qualification or equivalent experience would be beneficial but is not essential.
