The Elsevier Technology Learning & Development team plays a critical role in building the skills that power our global technology organisation. About the Role

As Learning and Development Manager, you will independently lead technical capability programmes across AI-native engineering, Data Science and Data Engineering, Software Engineering and early careers. Reporting to the Sr. Manager of Learning & Development, you will partner with leaders, engineering SMEs and learning champions to take programmes from curriculum design through global delivery and evidenced certification. You will also manage the learning platforms and learner-led ecosystem that enable capability development at scale across Technology teams in North America, India and Europe.

This role will play a key part in building future-ready technical talent by creating impactful learning experiences, driving AI fluency, and ensuring capability growth is evidenced through practical application and measurable outcomes.

Responsibilities

  • Lead technical capability programmes end-to-end across AI Engineering, Data Science and Early Careers, from design through delivery, assessment and rollout.
  • Partner with Technology leaders and SMEs to identify capability needs and translate them into effective learning solutions.
  • Drive adoption of the AI Fluency Framework by designing learning pathways and development experiences that build capability across engineering teams.
  • Own assessment and certification approaches, ensuring capability is evidenced through practical application rather than completion alone.
  • Partner with the Senior L&D Manager to shape the graduate capability strategy, including demand planning and delivery of technical bootcamps.
  • Manage learning platforms and resources, ensuring a high-quality learner experience.
  • Oversee external learning partners, maintaining delivery quality, scope and standards.
  • Establish measurement frameworks and reporting to evaluate capability growth, engagement, adoption and programme effectiveness.

Requirements

  • Proven experience designing and delivering engaging technical learning programmes within a global technology environment, supported by content creation skills across digital, written and blended formats.
  • Able to diagnose capability gaps and distinguish learning needs from process, tooling or management challenges.
  • Credibility with technical audiences, supported by a working understanding of software engineering, data, GenAI technologies and the application of AI tools within engineering environments.
  • Experience developing graduate or early-career talent programmes that accelerate readiness and productivity.
  • Strong stakeholder management skills, with the ability to work effectively with senior leaders, SMEs and business partners.
  • Skilled facilitator who can adapt delivery to audience needs and evaluate learning adoption, behaviour change and capability growth through data and insights.
  • Experience managing external learning providers and ensuring high-quality programme delivery.
  • Experience with Workday Learning or similar LMS/LXP platforms.
  • Understanding of apprenticeship levy funding and other external learning routes.
  • Formal L&D, instructional design or learning professional qualification.
