As a Learning and Development Transition Manager in our Armed Forces Recruitment Service (AFRS) team, you’ll lead the mobilisation, transition and delivery of learning solutions that build capability across a major transformation programme. Working closely with military and civilian stakeholders, you’ll ensure colleagues have the skills, knowledge and support they need to deliver a successful service from day one.
This is a high-impact role where you'll lead a team of learning professionals through a critical transition period, ensuring training programmes are delivered to time and quality while supporting operational readiness across the AFRS programme. Your work has purpose, helping to create impactful solutions that support future capability, continuous improvement and positive outcomes for communities and Defence stakeholders.
What you’ll do as a Learning and Development Transition Manager
- Lead the development and delivery of the AFRS learning and development strategy, ensuring learning activities support programme mobilisation, transition milestones and operational readiness.
- Lead and develop a team of learning and development specialists and instructional designers, providing clear direction through the transition period.
- Build strong relationships with military, civilian and business stakeholders to identify learning needs and deliver effective development solutions.
- Deliver large-scale training programmes that meet quality standards, business requirements and agreed timescales.
- Manage learning-related risks, governance and compliance requirements, ensuring alignment with Defence Systems Approach to Training (DSAT), Education and Skills Funding Agency (ESFA) and Ofsted standards.
- Monitor learning effectiveness, operational performance and return on investment, using insight and feedback to drive continuous improvement.

Does this sound like you?
- Significant experience leading learning and development teams and delivering large-scale training programmes to time, quality and budget requirements.
- Experience supporting mobilisation, transition or transformation programmes within complex operational environments.
- Strong knowledge of Defence Systems Approach to Training (DSAT), apprenticeship standards, Education and Skills Funding Agency (ESFA) requirements and Ofsted frameworks.
- Experience engaging and influencing stakeholders across military, civilian, Defence, government or similarly complex multi-stakeholder environments.
- Strong understanding of governance, compliance, risk management and operational readiness within learning and development programmes.

Vetting and checks:
This role requires Baseline Personnel Security Standard (BPSS) clearance, which involves verifying your identity, employment history, nationality, and criminal record to meet government security standards. In addition, depending on the nature of the role, you may need to obtain formal Security Clearance (such as CTC or SC), which includes more detailed background checks on employment, criminal record, and financial history to ensure suitability for working in secure environments. Please note that UK residency requirements may apply for certain levels of clearance. You will also complete an Occupational Health Questionnaire so we can identify and provide any support you may need to undertake the role effectively.
