Job Summary

The Office for National Statistics (ONS) is the UK’s largest producer of official statistics, covering a range of key economic, social and demographic topics. These include measuring changes in the value of the UK economy, estimating the size, geographic distribution and characteristics of the population, and providing indicators of price inflation, employment, earnings, crime and migration.

The central Learning team within ONS are responsible for building the skills needed to deliver our organisational priorities, aligned with Government Skills policies and relevant learning frameworks. Working with senior leaders and partners across the organisation, the team ensure compliance with learning processes, develop ONS learning, facilitate appropriate engagements to build capability and act as the central point of contact for all Learning & Development (L&D) activity.

The HEO role will support the SEO Learning & Development Partner to deliver a range of core learning products and services for Census staff. The post holder will engage with Census colleagues to plan and deliver a robust programme of induction and leadership and management training events that build the capability required to deliver this core organisational priority across a range of colleagues with diverse learning needs.

You Will

  • Partner with stakeholders to understand learning needs and build effective learning solutions
  • Deliver a range of learning interventions at pace and scale with a particular focus on leadership and management and induction products
  • Plan, schedule and coordinate a range of learning events, managing conflicting priorities and a busy delivery calendar.
  • Evaluate the effectiveness of learning solutions, seeking opportunities to continuously improve learning solutions.
  • Review, refresh and further develop policies, processes, guidance and learning content, and understand how this supports our wider skills-led approach to deploying talent

Strategy

Support and deliver against a robust and high-quality skills development approach to ensure learning is accessible, visible, and high-quality with clear ownership across the organisation and improved systems

Leadership

  • Activity manage junior colleagues in administration and delivery work
  • Lead the delivery of core L&D outputs and project work

Stakeholder Management

  • Build strong working relationships with internal and external stakeholders to identify, develop and deliver high-quality and critical skills-focussed L&D interventions
  • Be an informed and knowledgeable point of contact, providing advice and support regarding technical training, skills development and learning policies and processes

Collaborating

  • Collaborate with partners within the organisation, wider government and external providers to identify and share value-for-money best practices
  • Collate and report, as appropriate, relevant learning data to demonstrate effectiveness of learning interventions

Self-Development

  • Develop and maintain up to date knowledge of the evolving skills and learning landscape across government
  • Acting as part of a flexible and responsive team to take forward other work across the Learning team and wider Skills, Development and Employee Experience area as required

Essential Criteria

  • Excellent interpersonal and stakeholder management skills – Able to actively question, listen, and check requests and instructions to achieve a shared understanding of a complex issue, so these can be communicated effectively to other stakeholders where needed.
  • Effective organisational skills, able to effectively prioritise and manage multiple tasks and activities concurrently.
  • Excellent verbal and written communication skills, including presenting learning interventions, and facilitating discussions around employee insight.
  • Enjoys working at pace, and comfortable with change: Able to take initiative, prioritise workflow, and effectively manage multiple priorities.

Application process

Number of Stages: 2-stage process

Stage 1: Application

Step 1: Online Civil Service Judgement Test.

Upon submission of Part 1 of your application form you will be sent an invitation to complete an online Civil Service Judgement test. There will be full instructions on how to complete the test including an opportunity to practice before undertaking the actual test. The test is not time limited.

If you fail the test your application will not proceed to the next step, or the next stage.

If you pass the test for this vacancy, you will be invited to complete the final stage of your application (step 2), this is where you will provide information such as your work history, skills and experience and personal statement.

Step 2: Application

The assessment process at the application stage will be based on your work history, CV, skills, experience, and personal statement. It is important that your application is tailored to highlight the skills, knowledge, and experience relevant to the role.

A personal statement is required at application stage, the maximum wordcount allowed is 1000 words, which should not be exceeded. You should provide evidence for each essential skill criterion listed in the person specification. As these criteria are scored, it is advisable to give clear examples for each one, including the impact of your actions, ideally utilising the STAR technique (Situation, Task, Action, Result).

Please note that Success Profiles Behaviour examples are not required at this stage of the application process.

When a high volume of applications are received, the sift pass mark may be adjusted. Candidates will be invited to interview based on their merit order, with those achieving the highest scores being prioritised. Applicants who score below the adjusted pass mark but still pass will be placed on hold and may be invited to interview at a later date.

We often have similar roles available at different grades. If a candidate is suitable for a similar role or a lower grade than they have applied for, we may offer the candidate that role without the need to go through a further selection process providing the role has the same behaviours, and essential skills.

Stage 2 – Interview

If invited to interview, you will be assessed using techniques aligned with the Civil Service Success Profiles framework, covering all behaviours listed in the job advert.

Interviews will be held via Microsoft Teams.

A reserve list may be held for a period up to 12 months from which further appointments may be made.
