Learning & Development Manager
Reporting To:
Head of People
Responsible For:
Training Officers and Clinical Nurse Trainers across the Specialist services division
Location:
Remote, with regular travel across operational sites
Terms:
Full-time, Permanent
Hours:
40 hours per week
Salary:
£50,000 - £52,000 (Dependent on experience) plus car allowance of £4,200
About The Role
Reporting to the Head of People, you will lead Training Officers and Clinical Nurse Trainers across the specialist services division. You will set the direction for learning, maintain strong governance and ensure our programmes are inclusive, effective and aligned with business, workforce and service priorities.
- Shape and deliver the specialist services L&D strategy, annual plan and budget.
- Maintain clear learning governance, including policies, role-based matrices, renewal cycles, statutory requirements and escalation routes.
- Use compliance data, audits, incidents, feedback and performance themes to identify learning needs and address risk.
- Design, commission and improve blended programmes spanning induction, mandatory training, leadership, professional skills and role-specific pathways.
- Develop qualification, apprenticeship and career pathways that support recruitment, retention and succession planning.
- Lead engaging classroom, virtual and workplace-based learning, and help managers embed learning through coaching, observation, supervision and reflective practice.
- Manage external providers and awarding organisations, ensuring quality and value.
- Maintain reliable learning records and management information through the learning management system.
- Quality-assure delivery, assessment, learner feedback and workplace impact, using data to improve completion, competence and outcomes.
- Lead, coach and develop the training team, deploying resources effectively across sites and maintaining trainer and assessor competence.
- Provide senior leaders with clear insight on compliance, capability, risk, impact and return on investment.

About You
We are looking for a credible, forward-thinking L&D leader who combines strategic thinking with practical delivery. You will understand that effective development is about more than completing training: it is about building genuine capability, improving workplace practice and helping colleagues progress.
- Significant experience of leading L&D in a complex, multi-site organisation and translating strategic priorities into deliverable plans.
- Strong knowledge of learning needs analysis, programme design, facilitation, assessment, evaluation and compliance-led learning.
- Experience of leading learning teams, managing providers and using data to improve performance and address risk.
- A relevant L&D, training or education qualification, or equivalent professional experience.
- Excellent facilitation, coaching, communication, stakeholder-management, analytical and organisational skills.
- Confidence using learning management systems and digital workplace tools.
- The flexibility to travel regularly between operational sites.
Experience in health, social care or another regulated environment would be advantageous, as would knowledge of apprenticeships, vocational qualifications and sector workforce standards. Professional membership, a management or leadership qualification, and experience of procuring learning solutions or managing a departmental budget would also be beneficial.
