We are looking for an experienced Learning & Development Manager to lead training delivery, competency assurance and qualification pathways across Home Instead SUR Group. This is a hands-on leadership opportunity for someone who combines strong care-sector expertise, commercial awareness and rigorous standards with an engaging, supportive style.

About The Role

Reporting to the Head of Workforce & People, you will lead the Group’s L&D team and make sure training is delivered, assessed and recorded consistently across every office. You will own the training calendar, competency assessment process, learning-management data and monthly compliance reporting.

You will remain close to delivery, spending approximately 40% of your time facilitating learning. Alongside induction, mandatory and refresher training, you will lead the business case for an SQA-approved SVQ centre and, if approved, its establishment and operation.

Key Responsibilities

  • Lead, coach and develop the Senior Trainer and Trainer, setting clear standards for delivery, assessment and learner experience.
  • Plan and publish a rolling training calendar aligned to recruitment demand across all territories.
  • Deliver engaging induction, mandatory, refresher and specialist programmes, while coordinating trainer deployment and controlling travel costs.
  • Own competency assessments, practical checks and evidence-based sign-off for safety-critical tasks.
  • Work with the Head of Care Quality to maintain approved clinical content and consistent assessment standards.
  • Track mandatory training and SSSC qualification conditions, providing clear monthly reports to every office.
  • Prepare the business case for an SQA-approved SVQ centre, including learner demand, assessor capacity, funding, cost and payback.
  • Manage the L&D budget, external providers, learning materials and training records.
  • Evaluate learning through feedback, competency outcomes, quality findings, retention and cost-per-learner measures.
  • Standardise assessment decisions through sampling, moderation and trainer observations, with agreed actions followed through.
  • Track SSSC registration qualification conditions, flag upcoming deadlines and manage external SVQ provision until an internal centre is approved.
  • Keep trainer certifications, assessor awards and approved learning materials current and version-controlled.
  • Use digital and blended learning where it improves access and efficiency without weakening competency standards.
  • Escalate safeguarding, fitness-to-practise, repeated competency or regulatory training concerns promptly to the appropriate leaders.
  • Build trusted relationships with General Managers and Service Leads while maintaining clear accountability between central support and local operations.

About You

  • Substantial learning and development experience in health and social care, including induction and mandatory training in a regulated environment.
  • Experience leading trainers, assessors or a multi-site training function.
  • An SQA assessor award, such as L&D9DI or A1, or equivalent experience.
  • Strong knowledge of SSSC registration and qualification requirements, the SSSC Codes of Practice, Health and Social Care Standards and Care Inspectorate expectations.
  • Experience managing training compliance through a learning management system and producing accurate, useful reports.
  • Excellent facilitation, coaching, communication and planning skills, with the confidence to influence operational leaders.
  • Commercial awareness and experience managing budgets, suppliers and delivery capacity.
  • A full driving licence, access to a vehicle and willingness to travel regularly across Scotland.

Desirable

  • Experience establishing or operating an SVQ centre.
  • An internal verifier award, such as L&D11 or V1.
  • SVQ Social Services and Healthcare at SCQF Level 7 or above, or equivalent.
  • A recognised learning and development or training qualification.
  • Experience securing training funding, including Skills Development Scotland programmes.
  • Care-at-home, multi-site, franchise or acquired-workforce integration experience.
