Location: Remote with occasional travel to office locations
Purpose
The L&D Solutions Lead is responsible for acting as the primary interface between Learning & Development and the wider HAAS business. The role ensures learning and capability requirements are understood, prioritised and translated into effective learning solutions that align to organisational priorities, operational requirements and the HAAS L&D Strategy.
The postholder will own and coordinate the L&D request process, providing a clear route for business areas to raise learning and development needs and ensuring requests are appropriately triaged, prioritised and allocated across the L&D function. Working closely with operational leaders, subject matter experts and L&D colleagues, the role will drive a customer-focused approach to learning, improve stakeholder engagement, strengthen governance arrangements and ensure learning solutions are scalable, effective and aligned to business needs.
The role will manage a small team and work collaboratively with the Digital Learning & Innovation Lead, Leadership & Development Lead and L&D Delivery teams to ensure learning solutions are integrated, accessible, evidence-based and support workforce capability, performance and retention.
Accountabilities
Customer Engagement & Business Partnering
- Act as the primary point of contact between HAAS L&D and business stakeholders for learning and capability requirements.
- Build effective relationships with Clinical Excellence, Operations, Recruitment, Business Support and wider stakeholder groups.
- Develop and maintain a customer engagement model for Learning & Development.
- Conduct learning needs analysis activities to identify capability gaps and opportunities for development.
- Provide advice and guidance on appropriate learning solutions to address identified business needs.
- Work proactively with stakeholders to understand future capability requirements and workforce development priorities.
- Identify opportunities for HAAS L&D resources to support wider Ingeus business areas where appropriate.

Learning Solutions & Portfolio Management
- Develop, own and manage the Learning & Development request process.
- Ensure all learning requests are appropriately captured, assessed, prioritised and allocated.
- Coordinate learning solution design activities across the wider L&D team.
- Maintain visibility of learning demand, development activity and delivery priorities.
- Identify opportunities to consolidate, standardise and improve learning solutions across HAAS.
- Support the development of annual and quarterly learning priorities aligned to business objectives.
Content Governance & Quality Assurance
- Coordinate the review, maintenance and governance of learning content across HAAS.
- Ensure learning materials remain accurate, current and aligned to clinical, operational and contractual requirements.
- Establish clear ownership and review arrangements for learning resources.
- Reduce duplication through improved content management and reuse of existing learning assets.
- Support quality assurance processes and evaluation activities across learning programmes.
Resource & Capability Development
- Develop and maintain a central learning resource library.
- Identify opportunities to improve access to learning resources and self-directed development.
- Support priority programmes including onboarding, essential learning, leadership development and job-specific training.
- Promote accessibility, inclusion and learner-centred design principles.
- Contribute to the development of career pathways and capability frameworks where required.
Innovation & Continuous Improvement
- Identify opportunities to utilise AI and digital technologies to improve efficiency and learner experience.
- Work closely with Digital Learning colleagues on innovations within the learning ecosystem.
- Analyse feedback, evaluation data and stakeholder insight to improve learning solutions.
- Promote evidence-based practice and continuous improvement across L&D.
- Develop and maintain effective networks across wider Ingeus Learning & Development functions (including Employability, Justice and other business areas) to identify, share and promote learning resources, best practice, innovations and reusable content, reducing duplication and maximising organisational value through collaboration and knowledge sharing.

Qualifications
Essential Criteria
- CIPD Level 5 qualification in Learning & Development (or equivalent).
- Significant experience within Learning & Development, Workforce Development or Organisational Development.
- Experience conducting learning needs analysis and translating findings into practical learning solutions.
- Experience managing multiple stakeholders and complex requirements.
- Experience leading or managing a team or project.
- Strong understanding of adult learning principles and blended learning methodologies.
- Experience coordinating learning content, learning resources or curriculum development.
- Strong communication, facilitation and relationship-building skills.
- Excellent organisational and project coordination skills.
- Ability to influence stakeholders and drive collaborative solutions.
- Experience using learning technologies and Microsoft 365 applications.
- Strong analytical and problem-solving skills.
- Confidence using digital tools, intranet resources and learning platforms.
- Commitment to accessibility, inclusion and continuous improvement.
- Ability to translate complex information into clear, engaging, and accessible digital learning materials.
- Flexible, proactive, and able to work effectively as part of a dispersed team.
- Evidence of relevant CPD in learning and development.
Desirable Experience
- CIPD Level 7 qualification.
- Experience working in health, disability, employment services, assessment services or public service delivery.
- Experience working with learning governance frameworks.
- Experience supporting learning technology or digital learning initiatives.
- Experience of implementing AI-enabled learning solutions.
- Knowledge of capability frameworks and workforce planning approaches.
- Experience contributing to learning governance, content libraries or learning management systems.
