Leasehold & Commercial Housing Manager
Salary: £65,038
Position: Permanent, Monday – Friday, 37 Hours Per Week
Location: Birmingham/Hybrid – minimum 2 days a week in the office

Key Responsibilities
- Oversee the effective management of shared ownership, leasehold, and freehold portfolios, ensuring a consistent, high-quality service.
- Ensure full compliance with legislation, lease terms, and organizational policies, maintaining strong governance and risk management.
- Manage complex queries relating to lease obligations, including alterations, assignments, subletting, breaches, and interpretation of lease clauses.
- Lead the coordination of Section 20 consultation, tribunal activity, and legal instructions, ensuring processes are timely, compliant, and protect Citizen’s legal and financial position.
- Ensure commercial premises are managed effectively, maximizing income in line with lease terms.
- Lead service delivery for leasehold, shared ownership, freehold, commercial housing, and RTB/RTA.

Qualifications and Experience
- Relevant degree or professional qualification in housing, property management, or a related field (e.g., Institute of Residential Property Management qualification, alternatively, RICS (Residential) or equivalent professional qualification).
- Evidence of ongoing professional development in leasehold law, service charges, building safety, and relevant housing legislation.
- Extensive experience managing leasehold, shared ownership, freehold, and/or commercial property portfolios.
- Strong understanding of residential and commercial leases, including shared ownership staircasing, lease variations, assignments, subletting, and enforcement.
- Experience leading teams, developing staff, and embedding consistent standards of practice.
- Ability to interpret leases, legislation, and technical guidance and translate them into clear operational processes.
- Skilled in negotiation, challenge, and influencing to secure compliance and high-quality service delivery.
- CIH (Certificate in Housing) Level 4 qualification or willing to work towards.

You will have direct line management of two team leaders and have direct input into improvement activities and team projects as well as the management of two busy teams. This is a fast-evolving area, due to upcoming changes in legislation, but you could make a real difference.
