Legal, Compliance & Contract Services Manager

LOCATION: London Vauxhall
Reporting to: Director of Corporate Services
Direct Reports: Contract Services Coordinator

The Opportunity

Thor is seeking an experienced and commercially minded Legal, Compliance & Contract Services Manager to lead and develop our global Legal, Compliance and Contract Services function.

This is a key role within the business, responsible for ensuring that Thor's contractual arrangements, compliance processes and supporting documentation operate to a consistently high standard across our global markets.

The role combines legal and contractual oversight, regulatory compliance, operational management, risk management and process improvement. You will work closely with senior leadership and teams across the business to identify risk, provide practical solutions and ensure that our processes support both commercial growth and regulatory requirements.

The successful candidate will be highly organised, commercially aware and confident reviewing contractual and compliance requirements. They will be comfortable operating at both a strategic and operational level, balancing attention to detail with the ability to see the wider commercial picture.

Key Responsibilities

Legal & Contract Management

  • Take global ownership of Thor's contract management processes, ensuring contracts are appropriately reviewed, issued, maintained and stored.
  • Review and assess client agreements, including MSAs, terms of business, contractor agreements, statements of work and other legal documentation, identifying contractual obligations, risks and compliance requirements.
  • Translate contractual and legal requirements into clear, practical processes for the wider business.
  • Ensure contracts for new placements, extensions and other engagements are generated accurately and in a timely manner.
  • Identify and escalate material contractual, legal or commercial risks to the appropriate senior stakeholders and external legal advisers where required.
  • Maintain appropriate records of contractual obligations, amendments, renewals and key requirements.
  • Support the business with contractual queries and provide practical guidance to internal stakeholders.
  • Liaise with external legal advisers and other professional advisers where specialist legal advice is required.
  • Ensure contractual processes remain aligned with Thor's commercial objectives and risk appetite.

Compliance & Risk Management

  • Take ownership of Thor's global compliance framework in relation to contractor engagements and contract services.
  • Ensure compliance files and processes meet client requirements, internal standards and applicable legislation and regulations in relevant jurisdictions.
  • Monitor regulatory and legislative developments that may impact Thor's operations, contractor engagements or contractual arrangements.
  • Work with external compliance/legal providers and relevant internal stakeholders to understand changes in legislation and implement appropriate actions.
  • Lead regular compliance reviews and audits, identifying gaps, risks and opportunities for improvement.
  • Develop and maintain appropriate compliance controls, processes and documentation.
  • Ensure appropriate checks and documentation are completed before contractor engagements commence and throughout the engagement lifecycle.
  • Provide guidance and escalation support to the business on compliance related queries.
  • Maintain a proactive approach to identifying and mitigating operational and regulatory risk.

Contractor & Client Services

  • Oversee designated areas of Thor's global contractor book, ensuring a smooth and compliant onboarding and ongoing engagement process.
  • Maintain ownership of Thor's House Runner contractor population, ensuring high standards of contractor care and communication.
  • Ensure contractor documentation, contracts and compliance requirements are accurately maintained throughout the engagement lifecycle.
  • Build strong working relationships with contractors and act as an escalation point for contractual or compliance-related queries.
  • Liaise with clients, umbrella companies and other relevant third parties where required to resolve contractual or compliance matters.
  • Work closely with front office teams to ensure contractual and compliance requirements are understood and delivered effectively.

Leadership, Governance & Continuous Improvement

  • Act as a subject matter expert, providing practical guidance and training to internal teams on legal, contractual, compliance and process requirements.
  • Own reporting and management information for the function, using data to measure performance, identify trends and support informed business decisions.
  • Ensure contract, compliance and contractor data is accurately maintained within the CRM and other relevant systems.
  • Continually review and improve processes, systems and workflows to increase efficiency, reduce risk and enhance the service provided to the business.
  • Lead and support strategic projects relating to legal, compliance, contracts and contractor management, ensuring effective implementation across the business.
  • Work collaboratively across Thor to embed best practice, maintain strong internal relationships and ensure the function supports the wider commercial objectives of the business.

Our Requirements, Qualifications and Experience

  • Proven experience in a legal, compliance, contract management or related operational function, ideally within recruitment, staffing, professional services or another regulated/commercial environment.
  • Experience reviewing and interpreting MSAs, terms of business, contracts and other legal documentation.
  • Strong understanding of contractual risk and the ability to identify, assess and appropriately escalate potential issues.
  • Experience managing compliance processes and/or audits.
  • Excellent written and verbal communication skills, with the ability to communicate complex requirements clearly to non-legal stakeholders.
  • Strong organisational skills, with excellent attention to detail and the ability to manage competing priorities.
  • Strong analytical and problem-solving skills.
  • Commercially minded and able to balance risk management with business objectives.
  • Experience working with CRM systems, databases and other business systems.
  • Strong working knowledge of Microsoft Office, particularly Word and Excel
  • Experience working across multiple jurisdictions would be advantageous.
  • Experience working with external legal or compliance advisers would be advantageous.
