3 Month Contract With A Local Authority

Job Purpose
To deliver a high-quality lettings and management service for the Council's portfolio of garages, underground car parks, barrow stores and other non-residential properties, ensuring maximum occupancy, reduced void periods and excellent customer service.
The postholder will be responsible for managing waiting lists, allocations, inspections, customer enquiries and licence compliance, whilst supporting income generation through the effective management and letting of over 7,000 garages and parking-related assets.
Working closely with Homeownership Services, Repairs Teams, Resident Services and other stakeholders, the role will ensure properties are let efficiently, maintained appropriately and managed in accordance with Council policies, procedures and legal requirements.

Key Responsibilities

  • Manage the letting and administration of garages, parking schemes, underground car parks, barrow stores and other non-residential units.
  • Maximise occupancy levels and minimise void periods across the portfolio.
  • Maintain and manage waiting lists in accordance with Council policies and procedures.
  • Process and assess applications for garage and non-residential property licences.
  • Allocate units fairly and efficiently, ensuring compliance with eligibility criteria.
  • Act as the first point of contact for applicants, licence holders and customers.
  • Conduct sign-up appointments and manage the licence commencement process.
  • Verify customer documentation and ensure compliance with fraud prevention requirements.
  • Provide clear advice regarding licence agreements, charges, service charges and payment arrangements.
  • Promote and support customer use of online services and self-service portals.
  • Maintain accurate records of applicants, licences, waiting lists and property occupancy.
  • Carry out regular inspections of garages, parking areas, barrow stores and associated sites.
  • Identify void properties and coordinate actions to ensure timely re-letting.
  • Liaise with Repairs and Contracts Officers to ensure properties are maintained and made ready for occupation.
  • Work proactively to market hard-to-let units and low-demand sites.
  • Monitor garage sites and communal areas to identify maintenance concerns, anti-social behaviour and environmental issues.
  • Investigate breaches of licence agreements and undertake enforcement action where required.
  • Conduct compliance checks and occupancy inspections.
  • Prepare documentation and evidence relating to enforcement activities and legal action when necessary.
  • Represent the service at resident meetings, stakeholder forums and consultation events.
  • Provide reports, presentations and updates on garage services and performance.
  • Work collaboratively with Housing, Legal, Repairs, ASB, Parking Enforcement and other Council teams.
  • Ensure compliance with health and safety, fire safety, data protection and equalities requirements.
  • Contribute to service improvement initiatives and modernisation of customer services.

Essential

  • Experience managing lettings, allocations or occupancy of non-residential properties, garages, parking schemes or similar assets.
  • Experience working in a customer-facing environment.
  • Experience managing waiting lists, applications and allocation processes.
  • Knowledge of licence agreements and related legal processes.
  • Experience investigating breaches and managing compliance issues.
  • Strong customer service and communication skills.
  • Ability to resolve customer issues and identify practical solutions.
  • Experience maintaining accurate records and databases.
  • Ability to work independently and manage a geographical patch of properties.
  • Experience undertaking property inspections and site visits.
  • Good organisational and time management skills.
  • Strong IT skills and ability to use housing or property management systems.
  • Understanding of income generation, void management and occupancy performance.

Desirable

  • Experience within Social Housing, Home Ownership Services or Property Management.
  • Experience managing garages, parking facilities or non-residential council assets.
  • Knowledge of housing management policies and procedures.
  • Experience delivering presentations or attending resident consultation meetings.
  • Knowledge of enforcement procedures and legal action relating to licence agreements.
