About The Role

Balfour Beatty Living Places is looking for a Licensing Enforcement Officer to join our Network Management team in East Sussex.

In this role, you will help ensure the East Sussex Highways partnership complies with relevant highways licensing and enforcement legislation. You will undertake site visits, work closely with licence applicants and contractors, and ensure activities meet the required policies, procedures and agreements.

You will join a collaborative team committed to improving the management and delivery of highways licences, providing an effective service to customers and stakeholders while maintaining a strong focus on safety, quality and continuous improvement.

What you'll be doing

As a Licensing Enforcement Officer, You Will

  • Work as part of a team responsible for highways licensing and enforcement activities.
  • Undertake site visits to monitor compliance with licence conditions, policies and agreements.
  • Liaise with licence applicants, contractors, customers and other key stakeholders.
  • Support compliance with relevant legislation, including the Highways Act, New Roads and Street Works Act and Traffic Management Act.
  • Ensure licensing and enforcement processes are followed consistently.
  • Collate and maintain accurate information and evidence within the appropriate systems.
  • Support enforcement activity in line with relevant policies and procedures.
  • Help develop and improve processes for the management and delivery of highways licences.
  • Build positive working relationships with stakeholders, including senior management, ward councillors and organisational leaders.
  • Promote innovation and identify new ways of working that improve efficiency and service delivery.
  • Keep up to date with highways industry developments and best practice, sharing information and providing briefings where required.
  • Represent the Highways partnership and Balfour Beatty at local, regional and national forums.
  • Support other Living Places contracts and the wider business with licensing and enforcement matters.
  • Contribute to sustainability activities and maintain a relentless focus on Zero Harm.
  • Follow all relevant health and safety requirements and standards.

Who we're looking for

We’re Looking For Someone Who Has

  • Good knowledge of relevant network management and highways legislation, including the New Roads and Street Works Act 1991, Traffic Management Act 2004 and Highways Act 1980.
  • The ability to interpret and apply policies, procedures and legislative requirements.
  • Strong communication and relationship-building skills, with the confidence to work with applicants, contractors, customers and senior stakeholders.
  • A thorough and organised approach to gathering evidence and maintaining accurate records.
  • The ability to work collaboratively as part of a team while managing their own workload effectively.
  • A proactive approach to improving processes and identifying more efficient ways of working.
  • Competence using Microsoft Word and Excel.
  • Experience using works management systems or dedicated network management applications would be advantageous.
  • A commitment to learning and development, customer service, sustainability and safe working practices.
