Licensing Manager - Grade 12 – Pro Rata Salary £23,057 - £24,717

Job Description Summary

This is a part-time, fixed-term position for 12 months.

Role and Purpose

To manage the work of the Licensing Section, support the Licensing Committee in developing and implementing licensing policies, and enable the Council to function effectively as a Licensing Authority for various licensable activities. These activities include taxis (Private Hire and Hackney Carriage drivers, vehicles, and operators), premises licensed for gambling, and those licensed for the sale of liquor and/or provision of regulated entertainment.

Principal Accountabilities

  • Strategy: Be conversant with national strategies and initiatives, create and implement policies, operating procedures, and work programs. Develop an annual work plan for the Licensing Section, ensuring performance targets are met and statutory services are provided in accordance with relevant legislation and guidance.
  • Customer Focus: Lead the Section on quality, performance, and promote a customer-focused culture. Ensure the Section participates fully in consulting service users, receives feedback on the quality of service provided, and benchmarks performance.
  • Performance Management: Work as part of the Public Protection management team, effectively manage the performance of the Section, and demonstrate achievements and outcomes in measurable terms against the Service Area Business Plan.
  • Leadership: Lead by example and create a positive culture within the Section. Motivate, develop, and support staff to achieve their full potential.
  • Statutory Obligations: Act as the lead officer for the Council, managing the administration of the licensing function and enforcement of relevant statutory provisions and license conditions.
  • Budget Operation: Be responsible for operating the Section’s budget and all other financial functions, ensuring income targets are met and expenditure targets are not exceeded.
  • Enforcement: Act as "The Officer in Charge" for all criminal investigations undertaken by officers of the Section, ensuring they exercise their statutory powers in accordance with relevant legislation and guidance.
  • Working With Partners: Develop and maintain effective working partnerships with other Council departments, central government departments, and other statutory bodies to ensure good communications and maximize collaborative working.
  • Advice and Support: Ensure the provision of good quality advice and information on best practice and the law in all areas of operation to assist members, businesses, employees, voluntary agencies, the public, and other Council staff.
  • Licensing Committee: Draft and present reports, and recommend strategies, policies, and work programs for consideration by senior managers and members of the Councils Licensing Committee and Sub Committees.
