The Licensing Unit plays a vital and dynamic role in contributing to economic success and public safety in Manchester. It oversees everything from the licensing of taxis, private hire vehicles, pubs, clubs, and restaurants to street trading and special events.
We are offering a unique opportunity for someone to join our team as a Licensing Officer (Level 1) on a temporary basis, pending permanent recruitment to the post. We need someone with the relevant skills and knowledge to hit the ground running and manage their own caseload to help support the team during a busy transition period. This is a good opportunity for anyone who wants to learn more about working within a compliance environment and develop skills relating to investigative casework and delivery of training to customers.
You will be a team player, strong communicator, capable of good quality casework; and able to manage your own time and workload effectively.
If you’re successful, you’ll join a team of licensing specialists dealing with a varied and engaging caseload, including:
- investigating complaints about licence holders
- referring cases for formal Licence Reviews or legal action when necessary
- proactive compliance activity on the street
- working with partner agencies
- providing training and specialist advice
The role offers both a 6.7% flexibility payment and 'night rate plussage' payments (time and a third) for each night shift worked. Officers work 20 night shifts per year. Designated night shifts dates are provided 6 months in advance. Officers can work their contracted hours flexibly around the designated night shifts.

Essential Requirements for the Role
Skills And Experience
- Knowledge and understanding of the Licensing function
- Strong communication skills - able to write clearly and deal with customers and other professionals in a variety of settings.
- Good analytical and investigative skills - able to interpret information and apply legislation and collect evidence in accordance with best practice.
- Effective planning and time management - able to prioritise and manage workloads independently.
Technical Knowledge And Qualifications
- Knowledge of the legislative and regulatory framework of a licensing authority.
- Proficient in Microsoft Office applications (Word, Excel, Outlook).
- Willingness to work a minimum of 20 night shifts per year, including weekends.
