We have an exciting opportunity for Part Time (0.6) Locality Lead to join Southampton City Council (SCC) in the SEND Service.
About The Team
Our SEND Service is committed to improving outcomes for children and young people with special educational needs and disabilities. We work collaboratively with schools, professionals, and families to deliver inclusive and impactful support.
About The Role
This exciting opportunity is for a Locality Lead based in the SEND Service on a part time basis (0.6). As a Locality Lead, you will play a key role in supporting the SEND Mainstream Funding Cluster Model, which has been introduced to improve support and outcomes for all pupils with SEND.
The SEND Mainstream Funding Cluster Model allows education settings to access High Needs funding in an efficient way and can be utilised in a flexible manner, supporting individual pupils, groups of students and wider project work.
The Cluster model also lends itself to greater co-operation between professionals and more frequent opportunities for peer mentoring and solution focused discussion.
Key Responsibilities Include
- Chairing and supporting Locality Cluster Meetings and contributing to city-wide strategic planning.
- Conducting quality assurance visits to settings and supporting funded projects.
- Delivering training and guidance on the Cluster Model to professionals.
- Sharing best practice in SEND and inclusion across schools.
- Advising on referrals and supporting the development of inclusive provision.

About You
We are looking for a dynamic and experienced individuals to lead and manage the developing SEND and Inclusive practice across the city. We are looking for individuals with:
- A qualification such as the National Award for SEN Coordination or equivalent in SEND leadership.
- Proven leadership experience in SEND across multiple settings.
- In-depth knowledge of the SEND Code of Practice and inclusive teaching strategies.
- Strong communication, problem-solving, and organisational skills.
- The ability to work independently and collaboratively across multi-agency teams.
